APPROVAL OF MINUTES [ACTION ITEM] 1. February 28, 2024 meeting minutes approved. STAFF PROGRAM REPORT 2. Bulky Item Program (Staff Schultz) Staff Schultz reviewed the bulky item service criteria with SWAC. There are 10 free items allowed per year. Freon appliances still have a service fee. Residents can call or go online to request a pickup from Republic. Plastic bags must be placed in a container. For 2024, there still is the Winter Extra Trash Collection event,but it has been modified. 3. Monthly Presentation: Solid Waste Management System and Partners (Staff Schultz) Staff Schultz outlined how the solid waste management system works in Meridian and the partners that help maintain the system. The partners include the collection and hauling company (owned by Republic Services), the Meridian Transfer Station (owned by Republic Services),Ada County Landfill (owned by Ada County), the Material Recycling Facility (owned by Republic Services), and the Organic Recycling Facility (owned by Timber Creek Recycling). 4. HHW Program Updates (Staff Schultz) Clean Earth will still be the contractor for the collection of HHW until the end of May.At which point the ACLF will find a new contractor to step in until the end of FY24.Ada Solid Waste Advisory Commission Meeting Minutes-Wednesday,March 27,2024.Page 1 of 2 All Materials presented at public meetings shall become property of the City of Meridian Item 1. County is also going out to bid on the HHW contract for FY25. Services are not excepted to be disrupted during this transition. OLD BUSINESS [ACTION ITEMS] 5. Grant Subcommittee Updates (Commissioner Larsen) The existing application material were reviewed and adjustments in the wording need to be made. The awarded grant total that the subcommittee recommends for FY25 would be $5,000 from the CRF. The subcommittee would like to: approve the updated materials at the April SWAC meeting, have an application window between May and July, seek approval from Council, and be ready to proceed in October. Motion was made for SWAC to request the authorization of$5,000 to be used in FY25 for grant awarding. Motion was approved. NEW BUSINESS [ACTION ITEMS] 6. Recycle a Bicycle 2024 Event (Commissioner Nelson) Staff will help with purchasing of bike tool supplies. Tuesdays, 4:30pm at the MTS is when SWAC members can help fix bikes. Luke Cavener, President Liz Strader, Vice President I D A H O Doug Taylor John Overton Anne Little Roberts MEMORANDUM DATE: April 10, 2024 TO: Solid Waste Advisory Commission FROM: Emily Kane, Deputy City Attorney RE: Overview of Updates to Title 2, Meridian City Code This memorandum is provided to update you on some upcoming proposed changes to Title 2, Meridian City Code, which relate to the creation and operation of City commissions. A draft of the proposed changes to Title 2 that are related to the Solid Waste Advisory Commission are attached. These proposed changes to Title 2 are part of a greater effort to review and streamline Meridian City Code. This effort is motivated by the City of Meridian's 2021-2025 Strategic Plan, which includes this goal: "[U]pdate ordinances and simplify processes in order to improve effectiveness and provide premier services to our citizens." One of the enumerated strategies supporting this goal is to "perform a complete review of all ordinances, codes and policies in the City of Meridian to assess their value and relevance to the community." To that end, the City Attorney's Office is undertaking a comprehensive overhaul and restructuring of the City Code, in order to improve the Code's clarity, consistency, effectiveness, and navigational utility. Among other things, the proposed changes to Title 2 are designed to: establish uniformity in the structure of the code provisions for each commission; update the language of the ordinance to reflect current practices; eliminate outdated provisions; and clarify language related to Commission membership. The updated Title 2 provisions will also categorize City commissions into advisory commissions, which make recommendations to the Mayor and City Council on specific subject areas (e.g. Solid Waste Advisory Commission, Arts Commission, Transportation Commission), and statutory commissions, which operate pursuant to a statutory mandate (e.g., Planning &Zoning Commission, Impact Fee Advisory Committee). The updates to SWAC's provisions consolidate some redundant provisions and clarify the Commission's duties and powers. SWAC will not experience any changes to its operations as a result of these proposed updates; they generally reflect the commission's current practices. Following my update to all City commissions about the upcoming changes to Title 2, I will present the changes to City Council for their review and potential approval.
