WORKSHOP— NONE STAFF REPORTS— NONE ADJOURNMENT NEXT MEETING—June 12, 2024 at 5:30 PM 2024 All-Commission Goals: 1. Participate in the development of the Pathways Master Plan Update. 2. Support development of a connected pathway system across the City of Meridian,with a focus on user experience amenities and improved connectivity. 3. Support future improvements at Lakeview Golf Course, including clubhouse/patio improvements and new on-course restrooms. 4. Participate in the partnership with the Meridian Arts Commission to add theming and identity reinforcing art in Meridian parks and along pathways. Focus this year on Discovery Park, Fuller Park, and Chateau Park. 5. Participate in the design and programming of a new Community Center. 6. Support replacement of the Settlers Park Splash Pad. 7. Continue to provide feedback for ongoing park improvements and enhancements. 8. Engage other task forces, commissions, entities, and agencies through workshops and other outreach for partnership opportunities. 9. Support ongoing operations of the Meridian Pool. 10. Adoption of the Agenda Commission Chair Mandi Roberts entertained a motion to adopt the agenda as presented. Commission Vice Chair Dom Gelsomino moved to approve the agenda. Commissioner Jennifer Bobo seconded. All were in favor of the motion. Approval of the Minutes 1. March 13, 2024 Regular Meeting- Mandi Roberts Commission Chair Mandi Roberts entertained a motion to adopt the minutes as presented. Commission Vice Chair Dom Gelsomino moved to approve the minutes. Commissioner Terry Dennington seconded. All were in favor of the motion. Registration opens on Friday April 12th. • Unplug&Be Outside- Saturday May 111h, 10 am- 2 pm. Free summer kick-off event. • Lakeview Golf Course -ribbon cutting Wednesday May 1st 4 pm. • Fivemile Creek Trailhub - sign installed, ribbon cutting for bridge Monday May 13th at 11:30 am. Volunteer Appreciation - Steve Siddoway, MPR Director April is volunteer appreciation month. We want to say thank you for the difference you all make for us. You keep us going in the right direction! 4. MPR Community Events Update - Renee White, MPR Recreation Coordinator- Special Events Special events with our Parks Department produces 9 different events on 26 different days. All but four of those days happen between May and August. Renee shared upcoming special events and how to find the information on our website. https:IImeridiancity.org/narks/special-events/. Volunteer opportunities and sponsorship options are also listed online. Commission Feedback: • Jennifer Bobo - I like everything that was shared, it's awesome to have landing pages to go to. Interested in sharing community calendar items directly to social media feeds. 5. Fiscal Year 2025 Draft MPR Department Budget Requests Update - Steve Siddoway, MPR Director Steve shared an early draft of the Meridian Parks &Recreation budget for feedback. Overview provided via Power Point. Copies of the slides are attached to these meeting minutes. Commission Feedback: • Mandi Roberts - Price for Lakeview Golf Course improvements is for two restrooms, $805k? Yes-price includes everything, even the utility work, notjust the buildings. • Jo Greer- Is that the location of the community center? Yes. We don't fully own ityet. The intergovernmental agreement was approved this week by City Council, and WestAda School Board. By May we hope to own this 11-acre property next to Settler's Park. Fantastic location for community center and to expand parking. • Jennifer Bobo - For the community center construction documents, is that for everything for the development of the entire site? Page 4 Item 1. All of it,plus we have$500k that has been part of our early work. We'11 have to see what the total construction budget ends up being. We'll know more as we get in to design development. • Terry Dennington - On the Golf Course,what do the numbers mean? 11, 15, and 16 are talking about future ones? Yes, that's correct. 1-18 for 18 rounds ofgolf. • Terry Dennington -Does the bocce ball at Kleiner Park get used a lot? With the right type of surfacing, it would get used a lot. We have heard a lot of excitement about it opening at Discovery Park. Would like to get the Kleiner Park to be similar in quality. • Jo Greer- Roundabout landscaping price - does it include art? Its just landscape plants, no art. On all roundabouts the infrastructure is there in case we do want to bring electricity for art in the future. No roundabouts in Meridian currently have art. 6. MPR Commission Annual Report- Mandi Roberts, MPRC Chair Mandi gave a presentation last night to City Council on the Parks Commission goals and some of the things that the Parks Department is implementing in line with those goals. Overview provided via Power Point. Copies of the slides are attached to these meeting minutes. Workshop - NONE Staff Reports 7. Steve Siddoway- • Big item right now is budget season. • In conjunction with the new playground replacement at Tully Park,we're in the final stages of getting a communication board ordered,which is used to help kids with limited verbal skills to communicate using visual pictures. It will include park amenities and other action words. • April 23rd is the hearing for the purchase and sale agreement for the community center. • Reminder of ribbon cuttings May 1St and May 13tn. 8. Mike Barton- • Playground is in and open for Tully Park. Crew will go back out by early May to finish the rubberized surface below the swings,waiting on good weather. • Had a couple scoping meetings on the pathways master plan. Letter to request additional funding was sent to Compass today. Expect to hear back pretty soon. • The lights around the pickleball and tennis courts are going in. • Bike Park area is being expanded at Discovery Park,Joey put in a new line. • New Superintendent starting Friday at Lakeview Golf Course. Bar top being installed on the 22nd ahead of the grand opening. Restrooms are in final design. • Settler's Splashpad is under construction,pressure test today. Foundations being set for upright toys. All the inside work for the plumbing is done. Should open Memorial Day weekend as typical. • The crew is coming in next week to start drilling the new ground water well at Fuller Park. Page 5 Item 1. 9. Garrett White - • Work happening on flooring and paint for renovation project in Bay 6 at Homecourt for community education classes. Jenna has been working on getting those programs scheduled. Tentative date is June 3rd when summer programming will start there. • Activity guide was released today. Registration opens Friday at 9 am. Two summer camps planned right now with 30 participants each at Sienna and Discovery schools. As we get more staff we can increase those numbers. Still hiring for staff. • We have 58 lifeguards hired as of today for the pool with a lot more interviews to go. Training begins in May once school is out. Hopeful to be open more to the public this year but it depends on guard availability. Painting and shade replacement happening at the pool, along with getting the pool ready. • At Homecourt pickleball is still going strong with the parking lot packed in the mornings. Lots of public use with volleyball and basketball too. • For sports we have 115 adult softball teams,with 18 senior softball teams. 147 volleyball teams. Working on cornhole leagues. Approximately 40 teams estimated for girl's fastpitch tournament over Memorial Day weekend. • New art piece at Discovery Park was just revealed. The designs are almost done for transit shelter art. Staying busy with agreements and contracts. • Over the last year one of our Admin staff, Kaela, has worked in our Rec1 software to get it to where once our Care Enough to Share applicants are preapproved all she has to do is allocate the funds for them to spend on their own. We had almost$1700 in swim lessons that were paid for online through Care Enough to Share, saving our staff time. Commission Feedback: • Terry Dennington-Are we trying to pursue something with the Rail with Trail in the downtown area? Our project will go from 3rd Street to the west, and then connect back to Broadway. We have done some scoping work on 3rd Street to Meridian Road which would get us to the future signalized intersection here. Then the project across the street had a multi-use path behind it. So, little sections at a time will get connected,it takes a long time. Ourgoal is to connect 3rd Street to Linder and then Linder to Meridian Road. The Linder Road being widened will include wider sidewalks. To the east is a little bit of a challenge. • Jo Greer- Is the senior softball new? Agentleman we named it after, Del Drake,started it about 15 years ago, this is only the second year that we have been running it. Next meeting May 8, 2024 at 5:30 p.m. More info to come on meeting location for the bike tour. Adjourn Commission Chair Mandi Roberts entertained a motion to adjourn the meeting.
