Mayor Robert E. Simison Mayor Robert E. Simison City Council Members: City Council Members: Liz Strader, Vice President Joe BortonJohn Overton Doug Taylor Liz StraderJessicaPerreault John Overton Brad HoaglunLuke Cavener Anne Little Roberts Luke Cavener May 13, 2024 MEMORANDUM TO:Meridian Arts Commission FROM:Cassandra Schiffler, Arts and Culture Coordinator RE:Staff Updates on Initial Point Gallery, Public Art, Open Calls, Youth Performing Arts Projects, and Other Events Public Art Updates: Discovery Park: all projects are now installed. I have submitted final closeout documents (final invoices, acceptance agreements, maintenance plans). A resolution for final acceptance will be on an upcoming City Council agenda. Fivemile Creek Trailhub:Signage piece with collaboration between Trademark Creative and Eileen Gay is complete! A site dedication event for the whole trailhub site, including the public art and other creative components, and the new bridge and pathway “golden spike” is scheduled for May 13 at 11:30.Please put this event in your calendars! Traffic Boxes: The WASD award winners were chosen, and the 2D ones will be recommended for traffic boxes at the next MAC meeting in May. I have sent a contract to the traffic box cleaning vendor so that he can go clean the boxes and give a maintenance report so that I can identify any boxes that need to be replaced with these new WASD wraps. The call to artists for professional artist boxes is on the MAC agenda and, assuming approval, willbe announced later this monthafter current calls are closed. Transit shelter projects:Public art reveal planned for June 14! Hold the date and time in your calendar for 9:00 – 11:00AM! Linder Overpass:I’ve drafted a plan for the Linder overpass project. All 3 artist/artist teams are interested in submitting for the project. ACHD and Planning are currently reviewing the project plan. The three artist/artist teams recommended by PAC are interested in submitting proposals. Chateau Park: The artist has submitted proposals and the stakeholder committee meets on May 6to review proposals. Master Public Art Plan: As some of you know – there has been an ongoing effort to fund and create a Public Art Master Plan, which MAC recommended as something that should be done by a professional consultant like VIA Partnership or another professional public art planning organization. In the absence of funding, I developed the public art workplan for implementation, but MAC has long desired to have a more fully robust strategic plan that lays out everything from vision, processes, goals, recommendations, research, surveys, etc. As part of the Parks and Rec Department’s budget requests to council for FY2025, we are again requesting funds for a Public Art Master Plan in the amount of $30,000. Unsolicited public art proposal guide/call:I haven’t started on this –on hold due to other priority projects Fuller Park: planning on hold due to other priority projects Initial Point Gallery Updates: Current Show WASD “Framed” Upcoming Show “Unplanned Experience” with photographer Pete Grady, abstract painter Tyler Crabb, and ceramic artist Kayla Morgan Update on Types of Events Permitted at IPG Unfortunately, we do not currently have support in moving forward with hosting events at IPG that involve performances. While the City is not opposed to these events, there are some substantial logistics and procedures to address, understand, and navigate before the city can say yes and commit City Hall to these types of events in the future. (They brought up, for instance, is there an understanding from Fire that an event will occur? Is it understood from departments that staff will be required to be onsite (and how many)? Is Legal comfortable with any risk we are accepting if we do it? Crowd control? Building Security? Emergencyprotocols?) We did sort this out for the Ballet Idaho piece, but IPG just really isn’t set up to be a performing arts space moving forward. We don’t have changing rooms or backstage areas or sound systems, etc. We also don’t have efficient ways to open, staff, provide security, change set building programs for elevators, access programs, HVAC, etc outside of normal business hours. As many of you know, a lot of this comes down to staff bandwidth to facilitate and navigate these things, and our bandwidth (mybandwidth) is limited. This is something we would all like to increase, and our Parks and Rec Department even has a “Special Events Specialist” position written into the financial plan that is waiting to be approved for future years. This position would take on special events support for the Special Events Coordinator, and also for my events, including the Concerts on Broadway, gallery events, and other arts and culture special events support. But until that position is approved (which isn’t likely for thenext few years), we can’t add performance events to the gallery programming. We have to stick with gallery openings, discussion panels, and artist talk type of events only. Even the HOA representative, who was not able to attend the meeting, had showed the concepts to her HOA and they had the same feedback as those at Monday’s meeting. The artist will take the feedback from this meeting and work on a final proposal. More than a couple tweaks to the final proposal will be outside the artist’s scope of work so a different plan would need to be created if this happens, but hopefully the feedback provided was enough of consensus. Asking for funding for the Master Public Art Plan so will see if this is approved by City Council Have no yet started on the Unsolicited Public Art Proposal Guide/Call due to other priority projects Have no yet started on the public art at Fuller Park due to other priority projects Artist talks, discussions and panels will be allowed in the Initial Point Gallery moving forward but not enough support at this time for the logistics required to host other types of performances in the Gallery “Voices and Votes” Smithsonian Exhibit o Started the application but it requires a partner organization to write a letter of support and participate in programming lectures, workshops, etc. so have reached out to the College of Western Idaho (CWI) who is interested but still to be determined if they will formally commit so other ideas are welcome in the event CWI cannot partner with the Commission on this exhibit o Programming with potential partner should be related to non- partisan voter history, voter registration, etc. Potential to host a Feedback and Listening Session on the long-range strategic plan and surveyfor the Idaho Commission on the Arts (ICA) to be held at Initial Point Gallery, tentatively on July 11, with ICA organizing but more coordination and details to follow Nominations for the Tammy de Weerd Awards in the Arts are due this month; have received three applications but one is not eligible because it nominated one of last year’s awardees so please submit nominations soon The Initial Point Gallery Call is also due this month and there are 14 applications, two of which are groups, but several others are anticipated Youth Performing Arts Projects o Agreements executed through Council for the Treasure Valley Children’s Theater and the Idaho Fine Arts Academy (IFAA) projects o IFAA has submitted their final reports so this will be included for review on the next Commission agenda o High school band agreements are awaiting West Ada School District’s (WASD) legal review and agreement signatures Concerts on Broadway is coming up in August and September Community Art Party o Hosted by the Meridian Parks and Recreation and Department, not the Commission, but the Commission assists with the event o Moving back to Kleiner Park on September 14 from 10am – 2pm o Performances centered in the Bandshell; performances will run for 20 minutes at the Bandshell, followed by an additional 20 minutes at a secondary location to provide an educational, learning, or other interactive engagement opportunity with the public o Chalk art competition o Hands-on activities o Inviting arts organizations to have information booths o P.
