Request to Modify Alignment of Vanguard Way/Villaggio Way
At the request of the City of Meridian, ACHD evaluated the potential of relocating a
proposed collector on the east side of Black Cat Road; Vanguard Way/Villaggio Way to
meander around the existing silo on the Farmstone Crossing site.
The silo is located approximately 175-feet from the existing right-of-way for Black Cat Road
and 260-feet from the centerline of Black Cat Road. Given the silo's proximity to Black Cat
Road and the need to maintain the established intersection alignment it is not possible to
meander the roadway around the silo while meeting ACHD's policy and safety standards.
The location of the silo does not meet ACHD's entry tangent length requirements, which
requires collector roadways to have a minimum centerline tangent length approaching an
intersection of 200-feet from the near edge of the travel way (measured from the near
edge of future travel way). It would also be very difficult to meet ACHD's policy for curves
which require minimum 180-foot centerline radius; minimum 100-foot tangent between
reverse curves that would follow the entry tangent.
A collector roadway in the location of the proposed alignment of Vanguard Way/Villaggio
Way through the Farmstone Crossing site is consistent with the City of Meridian's Ten Mile
Interchange Specific Area Plan adopted in 2007. The location of this collector roadway was
further memorialized as part of ACHD's adoption of the Master Street Map in 2009, at the
request of the City, and has been shown on both documents since that time.
The City of Meridian and ACHD have approved development applications on the west side
of Black Cat Road across from the site and Avani Neighborhood north of the site.The
alignment of the collector was set with the development of the first phases of the Meridian
Commerce Park/Black Cat Industrial development. They currently have the intersection
and first roadway segment (Vanguard/Villaggio) west of Black Cat) under
construction. This intersection is anticipated to be signalized in the future and because of
this the intersection alignment will need to be maintained at Black Cat.
In summary, it is not possible to meander the new collector roadway, Vanguard
Way/Villaggio Way, around the existing silo located within the Farmstone Crossing site, as
the roadway could not be designed or constructed to meet ACHD policy. A collector in this

alignment is identified in the City of Meridian's Ten Mile Interchange Specific Area Plan and
ACHD's Master Street Map, and the roadway alignment has been established though the
approval of area of development applications.
