Final Plat Project Narrative
Oakwood Estates LLC hereby applies for a final plat with 40 total lots consisting of 36 single-
family residential lots and 4 common lots on 11.81 acres for Biltmore Estates Subdivision No. 5.
Originally annexed with an R-4 zoning as part of the Victory South annexation,the project will
connect to the existing sewer and water systems of the City of Meridian. Gross and net densities for
this phase of the project are 3.04 and 4.21 dwelling units per acre,respectively. The minimum lot
size is 8,012 square feet,with the average lot size being 10,339 square feet. Total qualified open
space for this phase is 1.87 acres, 15.8 percent of the site. A condition of the time extension granted
in 2022 was to meet the current 12%open space for the entire development,with a requirement to
provide a minimum of 2.35 acres in Phases 4 and 5. The total acreage of open space for Biltmore
Estates Subdivisions Nos. 4 and 5 is 2.70 acres. Landscaping within the development includes
landscaped parkways,pedestrian path, and a portion of a 10-foot-wide multi-use pathway.
A temporary emergency access easement for the Graycliff Subdivision was recorded as Instrument
No. 2021-130944 and 2021-112389,records of Ada County,within the undeveloped Biltmore
Subdivision No. 5. The applicant will be requesting a partial release of easement and will grant a
20-foot-wide easement that matches the proposed emergency vehicle access improvements. The
improvements include a five-foot-wide concrete pedestrian path and a 15-foot-wide Grasscrete area
(see Sheet 5 of 15 of construction plans).
The 75-foot-wide Williams Pipeline easement is located at the southwest corner of this phase. The
easement is delineated on the plans and plat. The applicant's engineer will coordinate with the
representative of Williams Pipeline and obtain a crossing permit for the 12-inch gravity irrigation
pipe and the emergency vehicle access.
Findings for the preliminary plat were approved by the Meridian City Council on May 21,2014.
The final plat is in conformance with the approved preliminary plat and meets all requirements or
conditions thereof. The final plat conforms with all requirements and provisions of the UDC and
was prepared in conformance with acceptable engineering, architectural and surveying practices and
local standards. The property was annexed under Ordinance No. 14-1594,which was recorded as
Instrument No. 114007667. A development agreement(Instrument No. 2015-066091)has been
recorded for the project. Phases 1-4 of Biltmore Estates Subdivision have been recorded. Biltmore
Estates Subdivision No. 5 is the final phase of the development.
