Letter from Richard Allison Waverly Place Subdivision AP 06-001 RECEIVED SEP - 5 2006 City of Meridian city Clerk OfJico Why was this property designated L.O. and what was its planned use? 2002 Comprehensive Plan - Page 9 Brief History of Meridian Comprehensive Plan In order to address growth and development issues the City Council authorized a 118 day moratorium on new residential development applications on June 1, 1993. During the summer of 1993 citizens representing neighborhood groups, developers, real estate professionals, and public agencies participated in the process. It states: " The Meridian Comprehensive Plan was adopted on December 21, 1993 and is primarily a policy document identifying policies to guide future development within the City of Meridian and its area ofImpact Participates are listed on page 11. Future Land Use Map - Is shown on pages 93 & 94. 1993 Comprehensive Plan, Page 27: We identified areas for special planning and this property is in the (Mixed - Use Area adjacent to 1- 84 Overland Road and Franklin Road) It states: Probable mixed uses for the areas could be commercial, combined medium - to - high density residential, open space uses (as a means to buffer highway noise) tourist lodging, industrial, office, medical and related land uses. It also further states: 5.14 Because these are high-quality visual appearance is essential all development proposals in this area will be subject to development review guidelines and conditional use permitting procedures. During our discussion of this area a number of residents in the- Green Hill Estates Subdivision (to the north of the subject property) expressed concern about a 24 hour a day business that might be built right across their fence. Therefore it was my recommendation we designate the perimeter lots around Magic View Subdivision L.O. allowing many uses as outlined in this section of the plan, but would prevent many other uses such as: a 24 hour Gas Station. This satisfied the adjacent property owners. (L-O) Limited Office District: The purpose of the (L-O) District is to permit the establishment of groupings of professional, research, executive, administrative, accounting, clerical, stenographic, public service and similar uses. Research uses shall not involve heavy testing operations of any kind or product manufacturing of such a nature to create noise, vibration or emissions of a nature offensive to the overall purpose of this district The L-O District is designed to act as a buffer between other more intense non- residential uses and high density residential uses, and is thus a transitional use. Connection to the Municipal Water and Sewer System of the City of Meridian is a requirement in this district Medium Density Residential is an allowed Conditional Use under the L.O.
