The Regular Meeting of the Meridian City Council was called to order by Mayor Grant
P. Kingsford at 7:30 P.M.:

MINUTES OF THE PREVIOUS MEETING HELD MAY 7J 1991:
The Motion was made by Tolsma and seconded by Myers to approve the minutes of the previous
meeting held May 7J 1991 as written:

MINUTES OF THE SPECIAL "WORKSHOP MEETING HELD APRIL 30, 1991:
The Motion was made by Myers and seconded by Tolsma to approve of the minutes of the
Special Workshop held April 30J 1991 as written:

Kingsford: Read Proclamation declaring Poppy Weekend May 25-27, 1991:
#l: REQUEST FOR CONDITIONAL USE PERMIT BY THE UNITED METHODIST CHURCH: PROPERTY LCCATED
IN THE OLD TOWN ZONING:
Kingsford: Is there anyone from the church here to address the Council?
Bob Maxey: I am the architect involved with the Meridian Methodist Church for this
structure, it is immediately behind their existing church. If there is any questions
about this project I will be very happy to answer them.
Giesler: There was some concern regarding the parking could you explain a little about
that.
Maxey: I was in attendance at that meeting and I think the main concern was with a
lady that lives accross from the church. She has a little problem with cars parking
in front of her house on Sunday mornings. The members of the church did meet with
her immediately after that meeting and made the committment to her that they would
make every effort to see that it did not happen again. We would like to get the medical
clinic property to have some additional parkingJ but at this time the church can not
afford it.
Kingsford: I really feel the major concern would be on Sundays.

The Motion was made by Myers and seconded by Tolsma to approve the Conditional Use
Permit.

#2: AUTHORIZE MAYOR & CITY CLERK TO EXECUTE LATE COMER'S AGREEMENT WITH INTERWEST
DEVELOPMENT CORPORATION:
The Motion was made by Tolsma and seconded by Myers to authorize the Mayor & City Clerk
to execute Late Comer's Agreement with Interwest Development Corporation:

#3: DISCUSSION ON NEW TYPE TRASH CONTAINERS:
Kingsford: We have had no response at all at City Hall.
Alidjani: I had IS to 20 calls not recently, but the calls I receive were asking us
to supply the cans.
Tolsma: How many customers would that entail out there?
Alidjani: Total or the ones that have called me?
Tolsma: The ones that would like to have them.
Alidjani: About 20 and those are ones that have seen it or have used it.
Kingsford: We could try it on a voluntary basis like Moe suggested.
Discussion held on putting a flyer in with the water bills.

The Motion was made by Myers and seconded by Giesler to have it be an optional item.

Alidjani: I want the Council to know that if there ~s not enough interest then I am
not going to even order the equipment.
Yerrington:
What color are you thinking about?
Alidjani:
they do
There is fifteen colors, the dealer suggests either green or black because
obsorb the heat and cold, they last longer.
#4: COVENANTS FOR CHATEAU MEADOWS EAST SUBDIVISION #4:
The Motion was made by Myers and seconded by Yerrington to approve of the Covenants
conditioned upon the Engineer's and Attorney's approval.

#5: DEPARTMENT REPORTS:
Kingsford: Department heads need to be working on their budgets.
Eng. Smith: Well #12 should be on line Thursday.
Kingsford: Police Department?
Chief Gordon: On March 15th it is my 2 year anniversaryJ and I just recently completed
my first project, and that was re-writing the Department Policy and Procedure Manual
and also combining the City employees manual into the police policy and procedures
manual. I would like approval from the Council & Mayor to approve the manual for the
law enforcement section. I have had the City Attorney and Police Commissioner Giesler
review this and have made the recommended changes.
The Motion was made by Giesler and seconded by Myers to approve the new policy manual.
Motion Carried: All Yea:
Chief Gordon: The second item I have is an idea that our Ordinance Officer brought
up and that is to allow the veterinary clinics sell the dog licenses. I would like
Council's approval for the three clinics in town to be able to sell these licenses.
Kingsford: It would be my recommendation to the Council to approve of this.
Atty Crookston: I'd like to take a look at this.

Kingsford: We were successful in getting additional money for the 1st Street project.
Also someone from each jurisdiction needs to be appointed hazardous waste coordinator.
I'd like the Council's approval to appoint Kenny if that should that be the most prudent
manner.
The Motion was made by Myers and seconded by Yerrington to allow the Mayor to appoint
the Fire Chief in the event that that is the most prudent course to handle hazardous waste

Clerk Niemann: Explained about the street light bids. (TAPE ON FILE)
The Motion was made by Myers and seconded by Tolsma to approve the bid from Graybar
subject to the bid on the rest coming in as we expect.
