The Regular Meeting of the Meridian City Council was called to order by Acting Mayor
Ron Tolsma at 7:30 P.M.:

MINUTES OF PREVIOUS MEETING HELD JANUARY 2, 1991:
The Motion was made by Giesler and seconded by Myers to approve of the Minutes of
the previous Meeting held January 2, 1991 as written:

Tolsma: Read Proclamation declaring the week of January 14-18, 1991 as Support
Meridian Orchestra Week. Gave official Proclamation to Anna Gray.
Tom Hammond: Presented Anna with a Certificate of Appreciation from the Chamber for
all the work done.
ITEM*2: DEPARTMENT REPORTS:
Eng. Smith: I've got three items to cover tonight. The first being Well *l2, I've
retained an engineer from Toothman-0rton Engineers to assist in the specification for
the pump and the piping that will go into the well and I've also retained an electrical
engineer that's doing the electrical work for the control system and the other
electrical apparratus that will be inside the well house. They are meeting me here
tomorrow and we will review the preliminary selections that the pump engineers made,
and the electrical engineer will have some preliminary work that he needs to do as
far as looking at our existing control system and so forth. I've got the plans
basically done on the pump house its-self and the specification for rough draft so
I would expect that, we'll have it out for bid immediately after the electrical
engineer is done. Within fifteen days we can have bids back in here so I would expect
the third week in February we should have a contractor ready to go.
Tolsma: Is this whole thing going to eliminate the surge system, similar to what we
have in Settlers Village.
Smith: Yes. We'll either have a pump control valve that will be a by-pass valve
on the start up and shut down on the purnpor we'll have a pump selected that will have
a flat enough curve so that when it starts up it will start up pressure is not alot
greater that the actual running pressure involved so you won't see that surge.
The other item that I would like you to consider, as you mayor may not know the u.s.
Environmental Protection Agency is implementing phases of the safe water drinking act
amendment that was passed in 1986 and the implementation of those new rules and
regulations is basically going to be done by the State, but the enforcement of those
rules and regulations can come about two ways. It can either be handled by the State
Health & Welfare Department - Division of Environment or it would be handled by EPA.

In order for the State to handle that they have to create what they call a state
primacy, which means that the State is the primary agency responsible for
administering and enforcing those rules and regulations. Right now the State of
Idaho does have primacy for enforcement of the drinking water act in the State.
As these new rules come into effect it creates more and more of a work load for the
State of Idaho so they have asked each of the municipalities to contact their
legislators and ask them to support increase in funding for the State Health and
Welfare Department for the Division of Environment. In order to maintain the
primacy we're going to have to, the State will have to write a plan telling the
Fed's how they are going to do it and what kind of manpower they have and so forth
and if they can't do that then the state will loose it's primacy. The enforcement
and administration of those rules will go back to u.s. EPA and we will loose out
in that basis because number one, right now EPA has one person for the State of
Idaho, the enforcement isn't a real problem but being able to have an agency that
you can work with when you have a problem that will help you solve your problem
then that becomes the issue. EPA won't do that, they'll just write you up and
say your in violation get it fixed. I would suggest if you can contact your
Legislator and talk about this problem.
The last item I needto talk to you about concerns Meridian Road. k3 yeLl kn:::w M<ri.dian
Road has been under a design process for rebuilding that section from Cherry Lane
Road north to Ustick Road, on the wall is a strip map that shows that roadway
that's to be rebuilt. Explains the map to the Council. The issue that we have to
deal with concerns water and sewer. As you know once a roadway improvement is made
the Highway District is very difficult to deal with when it comes time to cut that
roadway for a period of five years unless it is an emergency. The Design Engineer
for the Highway District had a design hearing here at City Hall and invited each of
the property owners adjacent to this project to come down and look at the project.
One of the biggest outcry from the group was we need sewer service, because almost
everyone that lives on the east side of Meridian Road is having septic tank drain
field problems. Not everyone but there are five or six who are having problems.
The thing that we needed to consider is whether or not we can put sewer down that
road and whether or not we can serve them. Explained pipes, drawings I etc.
Most of the properties that need sewer service are outside the City limits except
for Hosac's place, Mr. Bales and Mr. Larkin. If we don't do something now it would
be five years before we could do anything. I have put together a cost estimate and
the bottom line is it would be about $50,000.00 to $55,000.00 to put this line in.
As far as getting it constructed I think the Highway District would include it
as part of the bid documents for the roadway itsself. Whatever the cost was then
the Highway District would bill us for reimbursement for that part of it.
Tolsma: Spoke of charging people a proportionate share of cost.
Smith: I have spoke with the Mayor and it is his feeling that we should approach
the people that live there and tell them what we have in mind to do and also express
to them that we need some assistance, financial assistance to do this. We talked
about $3500.00 per residence per connection.
Giesler: How soon is this supposed to start?
Smith: They are wanting to go right away.
Crookston: Is the eight inch line in Meridian feasible for future planning.?
Is that a large enough line?

Smi th: Yes.
Tolsma: How long would it take to get the people out there contacted.
Smith: Jack and I were going to split them up and start calling. I think we could
probably do it in pretty short order. Discussion. (TAPE ON FILE)
We've got some water line we need to run there also. We are probably talking about
1,000 feet of 10" line, about $30,000.00 depending on where we put it. Explained
where water line could be run.
Tolsma: Are these people that are wanting sewer also be receptive to City water at
the same time?
Smith: A couple of them indicated they would.

water and sewer project.

Crookston: I think you need to consider the Late-Comers and you need to authorize
that.
The Motion was made by Myers and seconded by yerrington to add the Latecomers Fee
to the Meridian Road water and sewer project.

Clerk Niemann: Reminded Council of the Special Meeting to be held the 29th on the
downtown project to approve the final grant application. Another item I have is on
the City gas tank, the church is wanting to do something, we've got to decide what
we want to do about it. We've been thinking about moving it down by the Public
Works Department. Skip is getting information on an above ground tank. The other
item is the Health Insurance, whether we want to change from $100.00 to $500.00
deductible. The only difference would be is the PCS Card would be $5.00 instead of $3.00.
The Motion was made by Myers and seconded by Yerrington to approve of the $500.00
deductible with the City funding the $400.00 over the $100.00 deductible.

Niemann: Dr. Fender is having a ribbon cutting in his new building Thursday from
4:00 to 7:00 open house and ribbon cutting at 4:00 P.M., the Mayor asked that
someone stand in for him.
Crookston: I would ask the Council to move to go into Executive Session, under
67-2345F Idaho Code to consider pending litigation.
The Motion was made by Yerrington and seconded by Myers to go into Executive Session
at 8:15 P.M.:
