The Regular Meeting of the Meridian City Council was called to order by Mayor Grant
Kingsford at 7:30 P.M.:
Members Present: Ron Tolsma, Bert Myers, Bob Giesler, Max Yerrington:

The Motion was made by Myers and seconded by Tolsma to approve the Minutes of the January
l5th meeting as written:

ITEM #1: DONALD HARRIS, PRESENT A DEVELOPMENT PROPOSAL:
Kingsford: Asked that Don come forward with his presentation.
Harris: This piece of property just sits out there and I would like to develop it into
a nice RV Campground.
Giesler: How is that zoned now?
Harris: AP2 - Agricultural.
Kingsford: This is the property that Moe had talked about a transfer station on at one
time. Pine and Locust Grove right at that corner. Gary what's the alignment for
Pine, is it going to go straight through there or has there been any discussion on that?
Eng. Smith: Pine would extend to the east until it got over to Ouderkirks property
then it goes northeasterly up through Ouderkirks for a distance and then its
destine ".to continue to the east.
Giesler: Had some questions concerning the ten spaces for permanent mobile homes.
Harris: There is a house also in there that is sitting there now, on that one acre.
Crookston: Where is that houses access?
Harris: It's the same access as I have.

Giesler: I think this is something that the community could sure use.

Kingsford: I agree with that Don, I do have some reservations about the additional
permanent mobile home sites. I do agree with Bob the area does need an overnight
area. It terms of location I have a little reservation at least until Pine goes
through, and this is a ways from the Interchange.
Harris: Approximately how long would it take for the Council to get a feel of whether
or not this would be applicable or not.
Kingsford: I would say that after about a week or so you could call the Councilmen
and get their feelings.
ITEM*2: RESOLUTION *136: ADOPT STATEWIDE CONSTRUCTION STANDARDS FOR ENERGY CONSERVATION:
Kingsford: A RESOLUTION OF THE CITY OF MERIDIAN ADOPTING THE STATEWIDE CONSTRUCTION
STANDARDS FOR ENERGY CONSERVATION ESTABLISHED IN CHAPTER 23, TITLE 44, IDAHO CODE AND
ELECTING THAT THE CITY SHALL ADMINISTER THE IDAHO RESIDENTIAL ENERGY STANDARDS AS ALLOWED
IN CHAPTER 23, TITLE 44, IDAHO CODE.
Crookston: Explained briefly the codes concerned with this Resolution.
Giesler: What is the difference between this and the Occupancy Permit?
Crookston: The difference between that is that our Building Inspector makes sure that
the residence is okay to occupy before he gives them an occu~ancy Permit and this it's
really just a self certifying thing.
The Motion was made by Giesler and seconded by Myers to approve Resolution #136.

ITEM *3: PRE-TERMINATION HEARING: WATER/SEWER/TRASH DELINQUENCIES:
Kingsford: This is to inform you in writing, if you choose to, you have the right
to a pre-determination hearing at 7:30P.M., 2/5/91 before the Mayor and City Council,
to appear in person to be judged on facts and defend the claim arnde by the City that
your water, sewer, and trash bill is delinquent. You may retain counsel. This
Service will be discontinued 02/l3/91 unless paid in full. The amount of delinquency
for this month is $7,447.15. Is there anyone present who wishes to contest their
water, sewer, trash bill? No response. They are hereby informed that they may
appeal or have the decision of the City reviewed by the Fourth Judicial District
Court, pursuant to Idaho Code. Even though they appeal the water will be shut off.
The Motion was made by Myers and seconded by Yerrington to approve the turn-off list.

Eng. Smith: The Well *12 Bid Documents should be ready to start advertising by next
week. On the sewer on Meridian Road, I met with Wayne Forrey last week and we discussed
the project, and I haven't talked to him since so I'm not sure where he is on the
contact.
Clerk Niemann: He called today and stated he would bring the rough draft of the letter
out in the morning. He did make contact with the Highway District and they don't have
any problems.
Smith: We need to take time to contact the people that live out on N. Meridian Road
and advise them of the sewer situation, what we can do and how much time its going to
take and what costs are involved with making that installation. Based on the information
received at the Public Information Meeting that the Highway District held here at
City Hall there was alot of interest from the people that live out there to have City
sewer and water. I spoke with the Mayor and it was decided to retain Wayne Forrey
and have him put together an information letter and request to those people to assemble
here on a certain date to discuss the project. I have also done some work with JUB
Engineers about the pipe up the south slQU8-n it looks like based on th~ preliminary
work that has been done we are looking at a depth crossing there of about 16 feet,
and that depth would allow us to continue that trunk line to the east up the south
slcuJh ocd would get us to a quarter mile west of Cloverdale Road.
Tolsma: Do we have a cost figure?
Smith: $50,000, was just on the eight inch line south of Blue Heron Lane and if there
is a sewer line installed north of Blue Heron Lane then of course thats going to be
additional cost. Further Discussion. (TAPE ON FILE)
(Kingsford: Thankyou Gary. I believe there is one other person who wishes to address Council.
Harlan Rensvold, l800 East Pine: I purchased this property four years ago, it was
a shambles when I bought it, I spent four years fixing the home up, making it a
good place for my family to live and I really can't see trailer houses being put
around a home. I don't care what he does with the nine acres behind the house, but
the acre on this side and the acre on my left side I don't want trailer houses or
campers put around there. If you do decide to let him build this out there, I would
like to see that he would have to either sell that one acre parcels for people to be
able to build a home on. If Mr. Harris wants to pursue it, then he can buy my property
then he won't have to build a house and he can live back in his old house but that's the
only way I'm going to stand for it.
Giesler: Do you have a problem with this concept right here?
Rensvold: As long as it's moved down away from here. Showed Council on the drawing
the area he is talking about.
Kingsford: Thank you for coming.
The Motion was made by Tolsma and seconded by Yerrington to go into executive session
at 8:00 P.M.:
