Annexation, Zoning and Concept approval
TIlls application is a request for annexation of the 2.9 acre site (2.3 exclusive of RO\V on Meridian
and Us tick Ronds) \vi th a zoning designation 0 f L..O (lUni ted office)*. The site is current! y zoned in
Ada County as an R-4 zone. Being surrounded and influenced by the City of Meridian, it has been a
20 ningEnclave for some time. TIus request will bring this parcel 0 f property in to the City Limits,
assign an appropriate and compatible zoning designation) and provjde a clean and concise plan and
elevation for the development of the site (dle element that Council consider to be lacking in the
previous .application material).
At one time the site was being considered for annexation and zoning for a gas statton (C...G and C-C
zones); ho\vcver, the owner reconsidered the site and compatibility of the that use and determined
that a \vell-designed Office Complex would be much more appropriate for dlis site. Note that \ve
llave also addxessed the s1 te design with A CI-:ID and dley given preliminary approval for a full access
approacll on lvleridL1n Road-an important element to design and anticipated success of tlus
project. Previous applications involved much more limited access points. In addition, the ne\v
concept plan is much more sensitive to providing a more pleasant corridor along both Ustick and
Meridian Roads. Note the implementation of a more pleasant ((rear.parking" design for the .project.
With the parking pushed back, dus ,vill provide for a much more appealing office/landscape
combination along Ustick and Meridian.
As shown in the concept layout (for your approval}. the development \vill conform to all
zoning/building requirements as \veIl as ACHD approved access points. The owner underst10ds
that this is the first step in the final approval process; ho\vever, obtaining this measure of entitlement
(anne..~ation and zoning-wid1 concept plan approval) is a viL:1.1 step for the owner to be able to
proceed with the final design, application/perlnitting, and construction of the project. Of course, the
owner '\vill enter into a Development Agreement jf it is deemed necessary by the City~
We ask dlat Planning and Zoning and Council move to approve this request for Annexation and
Zoning \vith the assurance dlat the project ,vill be developed in substantial compliance \vith the plans
shown;, of similar quality to the elevations presented (see attached photos), and in compliance with
any otller Development Agreements or requirements~ This \vill be a fine project, one that '\vill
improve the appearance of the parcel AND blend well into the natural use of the intersection (SW

I am requesting that the City of Meridian allow for rezoning of the "Ashtyn Park" property at the
southwest comer of the Meridian Road and Ustick Road intersection. This property has a city
park to the north, large acreage residential to the south, a small subdivision to the immediate
east, a site planned for potential office development to the northeast, and a church to the
immediate west
I will be purchasing this property from this church. It is my desire to have this property rezoned
to L-O. The adjoining church is aware of and supportive of this rezoning request. This request
is the result of considerable research and planning. Reasons that I believe rezone is amenable to
the City of Meridian Comprehensive Plan, include:
1~ Chapter VlI, Section 1, p~ 95:
a. The property has frontage on not only one, but two arterial streets
b. The property is less tllan 3 acres (2.3 acres) in size
2. The adj acent park setting will be a natural gathering place for the community, and
appropriate professional services in an office park setting will serve these people by
providing local services.
3. The citizenry residing in the residential areas around this property, especially to the north,
will have natural easy access to this office park, as they travel to or from major Boise or
Meridian areas through the adjoining arterials of Us tick and Meridian Roads~

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the h.earing~
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograp.h of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the s.ign(s) were posted~ Unless such Certificate is received by the
required date, the hearing win be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
