CARDIG.AN BAY SUBDIVISION
Cardigan Bay Subdivision contains 28 single-family residential lots on 11~5 acres. The smallest .10t is
9,127 square feet, .with the average lot size 15,179 square feet Three (3) common lots are located within
the project, totaHng O~747 acre (6..5% usable open space)9 The property is zoned R-4, which is consistent
with the Meridian Comprehensive Plan .Map designation of Low Density ResidentiaL The gross density
(2~43) of the project complies with the City's designation of Low Density Residential, which calls for up
to 3 units per acre. The net density is 2..66 dwelHng units per acre~
The final plat is in conformance with the approved preliminary plat and meets aU requirements or
conditions thereof.. The fmal plat conforms with all requirements and provisions of the UDC and with
acceptable engineering, architectural and surveying practices and local standards. The project was
annexed under Ordinance No. 06-1237 and recorded as Instrument No. 106104200, records of Ada
County, Idaho. A development agreement was not required as a condition of annexation.
This property adjoins a rural residential subdivision, Larkwood Subdivision, on the southern and western
boundaries~ and properties to the south that have already been or are currently being developed within the
City of Merjdian~ Larger, more comparable lots will be provided with access to N.. Larkwood Place.. At
the request of the existing homeowners within Larkwood Subdivision, no vehicular access is being
prov.ided to the smaller lots on the eastern portion of the development Three co.mmon lots will be built
within the subdivision, with playground equipment on one of the lots. Sewer and water is currently being
planned to the site and will be continued through the. property to connect with existing services~
The project will provide active and passive recreational opportunities for the residents of the subdivision.
The developer will provide sprink.lers, trees, grading and hydro-seeding or drill-seeding of common areas.
Pressurized irrigation water is proposed to be .provided .by a pump station shared with the Tustin
Subdivision (south of this property).
Dur.ing the neighborhood meeting and hearing process, existing neighbors, along with Ada County
Highway District, vo.iced concern over constructing sidewalk on Larkwood Place, as the existing street is
constructed as a rural road section and does not contain sidewalks~ The project was approved without
sidewalk. Staff has requested that a formal variance application be submitted for approvaL Granting of
the variance would not constitute a right or special privilege that is not otherwise allowed in the district;
but wou.ld permit the project to be constructed to better blend. in with the existing subdivision. The
variance would not be detrimental to the public health, safety and welfare.

COMMITMENT OF PROPERTY POSTING

public hearing (except for a UDC text am.en.dm.ent, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing~
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration~
The applicant shall submit proof of pro.perty .posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearin.g
attesting to where and when the sign(s) were posted~ Unless such Certificate is received by the
required date, th.e hearing will be continued..
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
whic.h the sign(s) had been posted.
