Dear City council Roberts, My name is Mary DeChambeau. I live in in your area of south meridian except that I am still in the county
and can not vote for any of Meridians elected officials On this Tuesday at staff meeting which is not open to the public,coming
before you is a final approval of Millwood Subdivision.This is based on use of a second out through my private property that is still in
the county. The fire department and city has decided to make up an HOA agreement to use my easement as a emergency access
license agreement for Millwood. I just saw the agreement Monday(today)April 8th. Millwood and the city did not inform me of this
agreement. I had a terrible discussion with Mr Nary about the situation.We do not agree on how legal this usage is for this
Subdivision. Mr Nary said he is going to explain it again to council. I am writing to ask if you could delay the finalized approval for
several weeks so I can obtain a lawyer. My family was never told about the change of usage by Meridians legal team or the
developer. Why is this so serious? In 2018 1 spent three days in ada county jail for backing up too slowly and mumbling to my
self because I might be in the way of a fire engine.There was no emergency. I am the owner of the real property that the easement
is on. It was approved for one house because 1975(Millwood)only had frontage of 30 ft. Now the city has approved that parcel for
16 houses. Idaho law is clear that you cannot enlarge or expand the uses of the existing easement.We do not have maintenance
agreement with Millwood. However the city which I am not part of made a agreement with the HOA that I am not a part of to do
maintenance on my real property. Mr Nary will not listen to me and will not provide legal law to me. He said that he would not do
my legal work for me.The city of Meridian causes private citizens to obtain lawyers again and again at great cost. I would be glad to
meet with you before the 4:00 council meeting Mr Nary and I disagree on a Idaho statute law that I believe Meridian is in
violation. I spent four hours in city hall today with no one wanting to take responsibility. Even Joe Bongiorno hadn't even seen it till
last Friday or today. My family has been here almost as long as yours. We used to ranch up above Emmett so know the Little name.
