SO429417400 & SO42917300 /Rockwell Greens Subdivision Stacy, The City of Meridian has requested feedback regarding the proposed annexation with rezone to R-15 (Medium-high Density Residential) for the Rockwell Greens Subdivision, which will consist of 205 attached and detached single-family dwelling units on 25.14 acres on Parcel Nos. SO429417400 and SO42917300, generally located north of McMillan Road and west of McDermott Road. Ada County is supportive of the application due to the proximity of the site to existing public services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development to occur at urban densities within Areas of City Impact where public facilities are available. The proposed zoning of R-15 (Medium-high Density Residential) is compatible with the Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County, which designates the site as Medium Density Residential, which is primarily intended for single- family homes at densities of three to eight dwelling units per acre. As the proposed application will consist of a mix of attached, detached, and alley-loaded single-family homes at a density of 8.15 dwelling units per acres,while higher than the 3-8 dwelling units per acre,the proposed application does provide for a mix of residential types and is supported by Goal 2.01.00,which supports diverse housing options suitable for various income levels, household sizes, and lifestyle preferences. Therefore,the application is consistent with the Meridian Comprehensive Plan. The layout of the development also complies with many of the goals of the Meridian Comprehensive Plan with the proposal to dedicate over 15% of the site as open space, with a pool, play structures, swing set and seating benches, climbing dome and rocks, a pickle ball court,pathways, and a dog park, are supported by Goal 2.02.00, which encourages ample open space and generous amenities; Goal 2.01.01 B which encourages opportunities for physical activity to be provided with new development; and Goal 3.07.02A, which encourages usable open space to be incorporated into residential subdivisions. The proposal to provide pathways and walkability throughout the site with connections to the regional pathway system is supported by Goal 4.04.01,4, encouraging new development and subdivision connect to the pathway system. The proposed mid-mile collector street, W Vanguard Way, to be constructed abutting the west boundary and stubbing to the north property line is consistent with Goal 6.01.03B, which requires collector roadways at/near the mid-mile location consistent with ACHD's Master Street Map (MSM). The proposed stub street to the east is consistent with Goal 6.01.02C, encouraging street connections to underdeveloped adjacent properties. Please feel free to contact me with any questions.
