On behalfof the Joint School District #2, pleaSe accept this application for a preliminary plat ona 39.23 acre parcel o.f ground.The site is located on the e.ast side of Locust Grove Road and was annexed into the City of Meridian in 1999. ThepropertyiscurrentlyzonedR-4 andis . developed with the Meridian Charter High School. No variances are. requested asthe plat fully complies with the Zoning a.nd Subdivjsion Ordinances of the city. A traffic impact study detailing impacts on roadways and intersections was completed by Washington.Groupand is included under separate cover. The. applicant's .and or their representatives met with City . Staff a number of times prior to submitting the application, most recently with Sherry Stiles and Bruce Freckleton on July 30, 2002. DEVELOPMENT FEATURES The District is seeking preliminary plat approval for three lots on the .39:23 acre parcel. Lot t, Block 1 contains . 76 acres and is devoted to.a thirty:five foot wide landscape buffer adjacent to Locust Grove Road (see landscape plan submitted by LKV Architects). As is explained inthe .attached conditional use application, the District.intends to develop anelementary school on Lot 1,. Block 2 which contains 10. 52.acres. Lot2, Block 1 contains 25.13 acres and is intended toaccomrriodate the existing charter high school, 2-3 additionalcharter high schools, and a . District Administration building. The project includes approximately 2,000 feeot of public Toad,. beginning at Locust Grove Road . on the. west and terminating in a stub at the parcel's eastern property line. A twenty foot . landscape buffer has been provided between the road and northern property line to provide a more effective transition between land uses. The road, which aligns with Heron's Crossing DriVe in the recently approved. Heritage Commons Subdivision, will be built to collector road standards frOm Locust Grove to the easternmosfdriveway of the proposed elementary school lot. The road will include curb, gutter,s' sidewalks, 5' bike lanes, and three vehicle lanes . within 56' of right. of-way. The remainderoftheroad will be developed asa standard 36' local street with curb, gutter and sidewalk in a 50' right-of-way. Based upon our discussions with the Public Works Department, tJi~ District will include a 12" . water main and an 8" sewer line connecting to the existing terminus of the White Drain trunk line in Locust GroVe Road. Heritage Commons, a re.sidential development with a office/retail component was recently approv~donthepropertydue West of this site. The property to the north is developed with Heritage Subdivision which contains single family dwellings.on one acre lots. The.land to the south is developed with Summerfield Subdivision which contains single family dwellings on lots of approximately 9,000-12,000 square feet. MERIDIAN COMPREHENSIVE PLAN' . The Generalized Land Use Map contained in the Z002 City of Meridian ComprehensiVE;! Plan . designates the property as publk/Quasi,Public and indicates the presence of a school on the property. Pertinent Goals and Objectives are found in the land use, transportation, open space and parks, and services sections of the plan. . . The property is well located with respect to thetransportation system as detailed on the Functional Street ClassificatIon Map contained intheComprehensive Plan. Locust Grove 1S designated as ami nor arterial and provides.good access topoints north and south of the development. . . SUMMARY . The proposed preliminary plat complies with t~e spirit and intent oftheMeridian Comprehensive Plan ano Zoning Ordinance. Approval of this application will allow the District to move forward with detailed, long-range planning for the needs of the families and students within the district ano will be a nice addition to the neighborhood.
