Civic Lane Eagle, ID 83616 RE: Ultra Clean Car wash – Meridian, ID REVISED Development Agreement Modification On behalf of Ultra Clean and the current property owner, we are pleased to submit the attached application and required supplements for a Development Agreement application for a proposed carwash use near the northwest corner of N. Eagle Road and Franklin Road. The property is located at 3070 E Franklin Road near existing commercial and industrial properties to the north of Franklin with residential and commercial properties located south. City of Meridian Ultra Clean Franklin PAGE | 2 The property was annexed into the City of Meridian with a C-G zoning district in 1996. The Applicant requests to enter into a Development Agreement with the City of Meridian based on a provision from the annexation ordinance for the property. Item C within Ordinance No 737 requires that a Development Agreement be recorded prior to the issuance of a building permit or plat approval, as depicted below. As part of this application, the Applicant requests to address all items within Section 2 of Ordinance 737 as they were conditions of the original annexation. The Applicant wishes to develop an Ultra Clean carwash on the site. As a carwash is a permitted use in the C-G district, the Applicant intends to submit a Certificate of Zoning Compliance and Design Review to the city for review, should the subject Development Agreement be permitted. A commercial use in this location will be consistent with adjacent development and reflective of the intent of the annexation ordinance. Recently, an extended stay hotel was constructed directly north, and several industrial and commercial uses have been constructed in recent years. Items a, b, and d-g are noted below: Water and sewer are available to the property and will be extended in coordination with the Public Works Department. Water service is available in Franklin Road or Olson Avenue and sewer is available within Franklin Road. The development will be subject to the current Meridian Unified Development Code and is being proposed as a commercial development. A carwash is principally permitted in the C-G district and the Applicant proposes the use as part of the development agreement. City of Meridian Ultra Clean Franklin PAGE | 3 The referenced code sections no longer exist in the Meridian Unified Development Code. However, the proposed development has been designed to comply with current code requirements and any required coordination regarding ditches, waterways and pressurized irrigation will take place to obtain necessary approvals. The Applicant proposes to enter into a Development Agreement with the city, which will provide the opportunity to collaborate on any necessary conditions of approval or provisions applicable to the land moving forward. The Applicant is proposing a commercial development and will comply with any required conditions of approval associated with the Development Agreement Modification and subsequent certificate of zoning compliance and design review. The Applicant will extend services to the site as required for the use.
