Development Location & Site Plan:
The development location is on a private drive, southeast of the intersection at east Amity Road
and south Eagle Road. It encompasses three lots within the Hills Century Farms Commercial
development and is located directly north of a single-family attached housing development. The
associated parcel numbers are as follows: R363010120,R363010140,R363010160,Watson Land
Hondings LLC. The overall development area contains approximately 1.509 acres of land
The site is currently zoned as Neighborhood Business District(C-N), and we are proposing to
construct a daycare facility which is allowed under a Conditional Use Permit in this zoning
district. The site plan design was completed based on the Neighborhood Business District zoning
district standards. The proposed improvements include a Day Care Center of approximately
11,300 square feet in size with a fenced outdoor play area adjacent to the building. Under the
zoning code,23 parking stalls at 1 space per 500 sf are required; 36 parking stalls are provided.
The site will also provide a 20' landscape buffer on the south side of the property, and a 5' buffer
around all parking areas, consistent with development standards for C-N zoning ditrict.
Furthermore,the proposed use of a daycare facility is a needed use in the City of Meridian as
evidenced by the long waiting periods to place a child in daycare today. In addition,this location
is directly adjacent to a pedestrian micro-path that connects to the residential development to the
south allowing for safe and easy pedestrian access between the two complementary uses.
Vehicular access will come from one point on the north side of the site directly onto the shared
private drive. There is a 25-foot drive lane through the entire parking field; allowing for traffic
flow as well as services and fire vehicles to maneuver.
Lighting for the parking area will meet all City requirements for light levels at the property line.
Light fixtures will be designed to provide shielding of direct light and allow for control of light
levels at the property line and beyond. Landscaped areas will be primarily on the perimeter of the
site. Design of the landscaped areas will be in accordance with governmental requirements for
number of trees,vegetative groundcover, and overall plantings.
Building Desisn:
The building footprint is approximately 11,300 square feet. The building design incorporates a
combination of cultured stone, EIFS (or equivalent), fiber cement siding,precast Stone sills and
glass. The roof will be a pitched roof with asphalt shingles. The highpoint of the roof will be
approximately 26.5 feet,blending in with the existing two-story homes to the south.
The playground area will contain programmed outside equipment package(slides, swings, etc.)as
well as courts for basketball,hopscotch and other play areas. The turn is a synthetic turf with
design for proper drainage beneath. The playground area will be controlled by an exterior, fence.
The final design of the fence and materials will be determined by local codes and design
requirements. This fence will have returns to the exterior corners of the building to maximize the
play area and provide security and direct access from the building.
Operational Use:
The proposed building design can accommodate up to 120-150 students. Each site will vary on
the actual use and the age make-up of the children in the school.
Operating times will vary by location but generally start no earlier than 6 a.m. and do not go
beyond 8 p.m. Deliveries and trash removal will happen during operating hours. The typical
school will have between 15-25 employees, depending on the volume of business for the site.
