The purpose of this application is first to applymr a Conditional Use Permit for a preschool,and
second torezone the campus of' Cherry Lane Christian Church from R-4 Zoning to L-O ioniJig. .
After meeting with. DaVid McKinnon, Planner for the City of Meridian, it was decided thatL-O
zoning would be more appropriate.for a. eh~ch than the R-4 zoning thatis current1y in place.
Cherry Lane Christian Church is in an ideal location for a preschool because of the residential
a~4llI s\llTllUIlding it. with the growthof' Meridian and surrounding areas more preschools are '
needed to service our community. Our goal is to proVide a safe1eamlng environment for
preschoolers. CLCC' s facjlity was designed with age appropriate classrooms, batbroOlllil and
equiPment.' .
The classrooms that we desire to use. are CUlTllIitly.vacant durinAlthe week. They are used .on
Sundays exclusively at this time; Usingj:hem for a prescitOQI would Il1l!kebetter use ofa facility
already designed for.this age group. .

concern about on street parking,. curbside parking or other traffic. congestion. The parking lot has .

ARTICLE I. NAME
The name of this corporation shall be "Cherry Lane Christian Church, Inc.," Meridian, Idaho,
herein referred to as the "congregation."
ARTICLE II. PURPOSE
The purpose of this congregation shall be to reproduce Christ in people and people in Christ.

ARTICLE III. MEMBERSHIP
Admission to membership shall require evidence of compliance to the scriptural
requirements of faith, repentance, confession, baptism by immersion in water, and
intentions to follow Christ as Lord.
Those who have complied with the above conditions, and who regularly attend
assemblies, unless prevented by confining iIIness, shall be considered "active
members. II
The eldership shall review the membership roll to determine active members.
Any member may withdraw membership upon request.
Membership may be terminated by the eldership if a member's conduct or teaching
is determined to be llmnoral or anti-scriptural by the eldership. The termination
process requires that the offending member be counseled privately and given the
opportunity to repent. If repentance is not demonstrated in a reasonable time the
individual will be terminated as a member.
ARTICLE IV. LEADERSmp
The qualifications of an elder shall be those specified in New Testament
Scriptures, particularly: I Timothy 3:1-7. Titus 1:5-9, Acts 20:28, I Peter
5:1-3.
The term of service for an elder shall be four (4) years.
The elders collectively, commonly referred to as the eldership, shall pastor,
shepherd, and oversee the congregation. They shall have responsibility for
teaching and discipline in the congregation. They shall appoint or approve
servants (deacons/deaconesses) as needed within the congregation. The
eldership shall exercise the oversight of outreach, stewardship, worship,

education, and other activities as well as conduct the business of the
congregation.

New Testament Scriptures, particularly: I Timothy 3:8-13, Acts, Romans
16:1, and Philippians 1:1.

These servants shall lead specialized assignments of ministry as appointed
by the eldership.
SECTION 3. Preaching Minister

an elder.

The term of service shall be for an indefinite period.
The Preaching Minister shall serve with the eldership, specializing in
preaching, and other areas assigned by the eldership.
SECTION 4. Directors of the Corporation
Parae:rallh 1. Directors shall be the chairman, vice-chairman, and secretary of the
corporation, being three (3) in number.

The term of service shall be for one (1) year or until replacement is made.
Upon approval by the eldership, the Chairman's and Secretary's duties
shall and do hereby include, but are not limited to, the authority to
execute instruments evidencing the borrowing of money, the mortgaging of
real property and improvements thereon, and the granting of a security
interest in all types and kinds of fIXtures, furnishings, and personalty on
behalf of the corporation.
SECTION 5. Additional Staff (employed)

servant (deacQnjdeaconess).

Additional staff will serve in specified responsibilities under the
supervision and at the direction of the Preaching Minister.
ARTICLE V. SELECTION AND TERMINATION OF LEADERS
SECTION 1. Elders

Active members of the congregation may submit name(s) to the incumbent
elders of those believed to be qualified to serve in this capacity. The
incumbent elders will investigate these on the basis of scriptural
qua1ifications. Upon the agreement of the candidate and the existing
elders the name(s) will be announced to the congregation. The
congregation will have a three (3) week period to raise objections on
scriptural grounds. If there are no objections the candidate will become an
elder at the completion of that three week interval.

In the event an objection(s) is raised, the incumbent elders will investigate
its scriptural authenticity. If the objection is judged scripturally accurate
by the incumbent eldership the candidate will not be approved to serve as
elder. If the objection is found to be scripturally inaccurate by the
incumbent eldership the candidate will become an elder at the completion
of the three (3) week interval or the completion of the investigation
whichever is later.
Any elder may be terminated upon investigation by the other elder(s) if he
is found to be immoral or anti-scriptural in conduct or teaching. An elder
may resign from service by letter to the eldership.
Servants will be appointed as needed by the eldership.
Servants may be terminated by the eldership if found to be no longer
needed, immoral, or anti-scriptural in conduct. A servant may resign from
service by letter to the eldership.
SECTION 3. Preaching Minister
Paral!J'SDh 1. The eldership shall serve as the "Pulpit Committee" investigating scriptural
qualifications and personal skills of the candidate. The eldership shall
submit one candidate at a time to the congregation for an advisory vote.
All active members eighteen (18) years of age and older will be invited to
cast an advisory vote concerning this candidate.

Financial terms and job description will be negotiated between the
candidate and the eldership.
Termination may take place upon sixty (60) days written notice of the
Preaching Minister or the eldership. If it is deemed in the best interest of
the congregation by the eldership, such termination may become effective
immediately, and the preaching minister will be paid the equivalent of two
(2) months salary and allowances.
The Preaching Minister may be appointed and serve as an elder m
accordance with Article N, Section 1 and Article V, Section 1.

SECTION 4. Directors of the Corporation
ParaErBDh 1. Directors (chairman, vice-chairman. and secretary) will be chosen by the
eldership at a legal business meeting of the eldership.

Directors may be terminated by the eldership if they are found to be
functioning illegally, or against the best interests ofthe congregation.
SECTION 5. Additional Staff (employed)
ParanaDh 1. The Preaching Minister shall make a recommendation to the eldership for
both a staff position and a staff person as determined necessary. If the
eldership approves this recommendation(s) the individual will be invited to
join the staff.

person and the preaching minister in concert with the eldership.
Termination may take place upon thirty (30) days written notice of the staff

may become effective immediately, and the staff person will be paid the
equivalent of one (I) months salary and allowances.
Additional staff may be appointed and serve as an elder or servant in
accordance with Article N, Sections 1 or 2 and Article V, Sections 1 or 2.
ARTICLE VI. MEETINGS

third Monday in September. Annual reports of ministries within the \'}
congregation will be presented at this time. Other items requiring the
special attention of the congregation will be presented to the congregation
with the announcement of the meeting.

Special congregational meetings may be called by the eldership whenever it
is considered necessary or expedient. Special congregational meetings will
be called upon presentation of a petition to the eldership bearing the
signature of 20% of the active members of the congregation. This petition
must state the business to be considered at the special meeting.
All annual and special congregational meetings must be publicized at least
two (2) Sundays prior to the date of the meetings through normal
communication channels.
SECTION 2. Elders' Meetings
Parsl!1'Svh 1. Elders' meetings will be held at a mutually agreed upon time as often as
the elders determine necessary.
The method of financing will be with voluntary offerings of members and friends of
the congregation. Under no circumstances shall this congregation employ
commercial enterprises to finance the ministries of the congregation; neither will
solicitations be made of business firms or non-members of the congregation.
This congregation shall support only individuals and associations loyal to the
scriptures and to the authority of Christ as missionaries, educational institutions,
or benevolent agencies. Any offering given to the congregation that is designated
must be approved by the eldership or returned to the donor.

ARTICLE IX. DECLARATIONS
This congregation considers the Old and New Testaments to be the reliable Word of
God, without error in original delivery to mankind.
The sixty-six books of the Old and New Testaments are considered to be the only
intended written revelation of God. God's revelation is considered now to be
complete.
This congregation holds to the conviction that baptism is by immersion in water for
the remission of sins, and considers believer's baptism the equivalent of a spiritual
marriage ceremony.
The miraculous gifts as practiced in the first century church ceased as the
miraculous ministry of the apostles ceased.
No group within the congregation shall be considered a separate representative of
the congregation as a whole, unless they have been approved to do so by the
eldership.
This congregation is not auxiliary to or subordinate to any district, region, state, or
national board. It is not auxiliary to or subordinate to any other form of
ecclesiastical system, any other corporation, association, individual, or corporate
sole, but is free and independent in all of its transactions.
This congregation finds the use of musical instruments in worship to be compatible
with the teachings of both the Old Testament and New Testament Scriptures.
ARTICLE X. AMENDMENTS
These by-laws may be amended or revised at any annual or special congregational meeting by a
seventy-five percent (75%) majority vote of the active members at least eighteen (18) years of age who
are present and voting. A quorum of ten percent (10%) of the active membership must be present to
amend or revise these by-laws.
