At this time, the fire department does not consistently meet total response time expectations and assembly of an effective response as defined in NFPA 1710: Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments. For reference, total response time is composed of call-processing time,turn-out time and travel time. An effective response force is defined as the minimum number of firefighters and equipment that must reach a specific emergency incident location. This ensures risk control tasks can be accomplished in a timely and effective manner ensuring the community experiences the best opportunity for a positive outcome. 1. Total Fire Response Time Travel time from time of call processing time, turn out time and travel time. (level of service expectation goal=5 minutes as adopted by council on 12/13/16) This project currently falls in an area where we don't have total response times for an effective firefighting force that meet NFPA 1710 standards or current City of Meridian adopted standards. The first due station is Fire Station 7. This fire station is approximately 1.0 miles from the project which is good for the first due engine. C. { 5latiorrl WO Ism 79. Resource reliability Current reliability of closest fire station(Reliability Goal is 80% or greater) This development is closest to Fire Station V. Current reliability is unknown at this time as the fire station just opened. The next closest station is Fire Station 4 with a 77% reliablility rating which does not meet the goal of 80%. Risk Identification Risk Factor(1=residential, 2=residential with hazards, 3=commercial, 4=commercial with hazards, 5=industrial) This proposed commercial development has a risk factor of 2,in which current resources would not be adequate to supply service to this propose project. Risk factors include an open waterway on the project site.Water rescue teams would have to be mutal aided from another department. Other hazards may be found once the development is completed. Accessibility Roadway Access, traffic,Radio Coverage This project meets all required access, road widths and turnarounds as presented in the preliminary plat.Any changes shall require fire department approval if any roadways or accesses are changed. The common driveways shall have an address sign at each entrance and the roadways shall be maintained 365 days a year for fire,EMS and police responses. The common driveways shall be signed"No Parking Fire Lane"per appendix D of the 2018 IFC and ACHD sign Standards. The temporary turn around shall be signed "No Parking Fire Lane". 4. Specialty/Resource needs a. Aerial device needed for development(more than 30' in height)? i. If yes,is one available within a 12 minute travel time goal This proposed project will require an aerial device. The closest truck company is 11 minutes travel time(under ideal conditions)to the proposed development, and therefore the Fire Department can meet this need in the required timeframe if a truck company is required. This fire station is approximately 5.4 miles from the project. Page 4 of 9 b. Other specialty needs (water rescue, hazmat, and technical rescue)? i. If yes, is one available within a 5 minute travel time? In the event of a hazmat event, there will need to be mutual aid required for the development. In the event of a structure fire an additional truck company will be required. This will require additional time delays as a second truck company may not available in the city. Water rescue teams would have to be mutal aided from another department in the event of a water rescue. 5. Water Supply(list expectations) Water supply for this proposed development requires 1000 gallons per minute for one hour for homes up to 3,600 square Feet. (Approximate—see appendix B of the 2018 International Fire Code)The fire flow requirements may be less if the building is fully sprinklered.
