Ten Mile, Meridian, Idaho further identified as PAR#03-SO434417605 of the SE1/4 Section 34, Township 4 North, Range 1 West, Boise Meridian, County of Ada, State of Idaho. The property is located in the I-L (Light Industrial) zone. The proposed communications facility will be constructed so that Verizon Wireless can provide Broadband service (digital wireless phone service) to the surrounding area, as permitted under a Federal Communications Commission (FCC) license. Mericom Corporation (Mericom) is under contract to provide development services for Verizon Wireless. In this regard, Mericom has submitted this application for a Conditional Use Permit to construct the communications facility proposed herein. The communications facility will consist of a 125-foot high monopole mounted with three (3) sectors of panel antennas (four (4) antennas per sector for a total of twelve (12) antennas total) and an 11'-5" x 28'-0" prefabricated shelter to house electronics. MERICOM CORPORATION, VERIZON WIRELESS CONDITIONAL USE PERMIT APPLICATION The panel antennas will be approximately 4'-8" tall by 6" wide by 6" deep and mounted on metal brackets that are supported by arms extending from the monopole. The antennas will be mounted at the top of the monopole and will not exceed the 125' level of the tower. The monopole will be designed to support additional antennas at the 110-foot and 95 foot levels for additional wireless providers that may wish to locate on the structure. The equipment shelter will be located on the north side of the leasehold compound, north of the proposed monopole. The shelter will be accessed by a man door located on the northwest face of the shelter. Two air conditioning units will be located on the exterior of the east face of the equipment shelter. The equipment shelter will house the radio equipment for the antennas and a backup generator to be used in the event of power failure to the site. Initially, the lease area will be secured with a 6- foot high chain link fence with barbed wire strands on top. The owners of the property will be constructing a storage unit which will surround the shelter sometime in the future. A 20' wide access easement will extend from the public right-of--way (Ten Mile Road). The site will be provided access by a 14' access gate located on the north portion of the leasehold compound. The proposed site will be unmanned and, therefore, will not require water, waste treatment or management of hazardous waste. Minimal traffic will be generated during the construction phase while a crew is traveling to and from the site. After construction is completed, there will be approximately one visit per month by a radio technician, and one visit per month by any collocating carrier's technician, for routine maintenance. The site will be in operation 24 hours a day, 7 days a week. The site will utilize electricity and telephone utilities. Idaho Power will provide electrical services for the facility and a meter will be installed within the leasehold compound. An electrical easement will extend from Ten Mile Road to the site and will provide a route for power to the site. The power service to the site will be installed underground, provided Idaho Power permits such installation. Qwest will provide telephone service to the site. A telephone line will extend the length of the access easement described above to provide landline service for the communications facility. The telephone service will be installed underground, subject to approval of Idaho Power. The area is well suited for a wireless communications facility. The parent parcel is used as a public storage facility. The location of the facility proposed herein will be adjacent to large storage bays used for storing motor homes, trailers and other large vehicles. The tower will be outside the building with the equipment shelters located inside the building. The facility, except for the tower, will not be visible from any adjacent property. z BorMonoco Verizan MERICOM CORPORATION, VERIZON WIRELESS CONDITIONAL USE PERMIT APPLICATION The facility should cause minimal impact to adjacent property owners. The parcel that borders the parent parcel on the south and west is owned by the City of Meridian and is occupied by the wastewater treatment plant and animal shelter. There is an existing canal and landscape buffer dividing the parcels. There is a stand of trees, which will help obscure the wireless facility from some views from the south. The trees are approximately 35' in height. This parcel would have the greatest visual impact as a result of the monopole. The parcels which border the property to the north and east are mixed agricultural, rural residential and residential. The monopole will be visible from these areas. However, the primary view of these parcels is to the north and east. The primary view combined with the distance to the proposed tower should mitigate those impacts. City of Meridian Comprehensive Plan and Code Provisions The proposed use, a communications facility, is not in conflict with the provisions for the I-L (light industrial), designation set forth in the City of Meridian Comprehensive Plan. The property is located in the I-L (light industrial) zone. The proposed communications facility is not in conflict with the purpose statement for the I-L zone and is a conditionally pemutted use in the I-L zone.
