We have reviewed this sabmittal and offer the following comments, as conditions of the
applicant. These conditions shall be considered in full, unless expressly modified or deleted by
motion of the Meridian Cily Council:
APPLICATION SUMMARY & BACKGROUND
The Applicant, Mericom Corporation, has requested approval of a conditional use permit for the
construction of a wireless conununications facility consisting of a 125' tall steel monopole and
supporting equipment in an I-L zone. The proposed location for the tower is on the west side of Tan
Mile Road, just north of the City's Wastewater Treatment Plant, in the Ten Mile Mmi-Storage
facility.
The proposed tower will be located approximately 650' feet west of Ten Mile Road. The equipment
for the proposed tower will be contained within a twelve foot by twenty-eight foot (12' x 28')
prefabricated building. The building and the tower will be surrounded by a six foot (6') tall chain-link
fence, topped with three strands of barbed wire. The applicant has indicated in their application that
the owners ofthe property will eventually construct a storage building around the proposed structure,
thereby eliminating the structure from view in the future.
The proposed tower will be constructed to allow forthe co-location of two additional antenna arrays,
one at 110' and the other at 95'.
The MCC does not currently contain standards for wireless communications facilities, however all
uses not listed on the Schedule of Use Comrol (MCC 11-8-1) are required to be handled as a
conditional use.
LOCATION & SURROUNDING USES
The subject property's address is 3735 N. Ten Mile Road, located approximately a'/. mile north of
Ustick Road, on the west side of Ten Idle.

The following uses surround the subject property:
North -Rural residential-agricultural, zoned RUT (Ada County).
South -Wastewater Treatment Plant, zoned I-L.
East -Rural residential-agricultural, zone RUT (Ada County).
West -Wastewater Treatment Plant, zoned I-L.
STANDARDS FOR CONDITIONAL USES
The Commission and Council shall review the particular facts and circumstances of each
proposed conditional use in terms of the following and may approve a conditional use permit
if They shall find evidence presented aE the hearing(s) is adequate to establish (11-17-3):
A: That the site is large enough to accommodate the proposed use and all yards, open
spaces, parking, landscaping and other features as may be required by this Ordinance;
Staff finds that the site is large enough to accommodate the required landscaping, yazds
and other features required by the Zoning Ordinance.
When the Ten Mile RTini-storage facility was approved, there was no requirement placed
on the developer to provide any landscaping on the southern boundary of the property.
Likewise, applicant has not proposed any landscaping in the azea azound the proposed
tower, because it backs directly up to the Creason Lateral and then the Wastewater
treatment plant. Staff feels that no additional landscaping should be required for this
application.
B. That the proposed use and development plan will be harmonious with the Meridian
Coroprehensive Plan and in accordance with the requirements of this Ordinance;
The 93' Comprehensive Plan Land Use Map (in effect at the time of submittal) designates the
property as "Agricultural /Rural Residential". Nevertheless, in 2000 the City Council
approved the annexation of the propertywith an I-L zone. Staff finds, therefore, based on the
Council's previous decision to zone the property I-L, that the proposed use is harmonious
with the Comprehensive Plan. Stafffinds further that the proposed use is in compliance with
the Meridian City Code.
C. That the design, construction, operation, and maintenance will be compatible with
other uses in the general neighborhood and with the existing or intended character of
the general vicinity and that such use will not adversely change the essential character
of the same area;
Staff finds that the proposed use will be compatible with the other commercial and industrial
uses in the general vicinity.
The Council and Commission should consider public testimony when determining if the

proposed use will change the essential character of the area.
D. That the proposed use, if it complies with all conditions of the approval imposed, will
not adversely affect other property in the vicinity;
Staff does not anticipate that the proposed uses will have an adverse affect on the other
property in the vicinity, if designed, constructed, operated and maintained in accordancewith
any conditions of approval and the City Ordinances.
The Council and Commission should rely upon public testimony to determine if the
development will adversely affect the other properties in the vicinity.
E. That the proposed use will be served adequately by essential public facilities and
services such as highways, street, police, and fire protection, drainage structures, refuse
disposal, water, sewer or that the person responsible for the establishment of proposed
conditional use shall be able to provide adequately any such services;
Staff finds that the proposed development will be adequately served by the essential public
facilities and services listed above.
F. That the proposed use will not create excessive additional requirements at public cost
for public facilities and services and will not be detrimental to the economic welfare of
the community;
Stafffinds that the proposed use would not create additional requirements at public cost for
public facilities and service and will not be detrimental to the economic welfare of the
community.
G. That the proposed use will not involve activities or processes, materials, equipment, and
conditions of operation that will be detrimental to any persons, property, or general
welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors;
Staff does not anticipate that the proposed use will be detrimental to the general welfare of
the community by means of increased traffic, noise, smoke fiunes, glare or odors generated by
the uses.
H. That the proposed use will have vehicular approaches to the property which shall be so
designed as not to create an interference with traffic on surrounding public streets;
Staff finds that the proposed use will not create any interference with any traffic on the
surrounding public streets
L That the proposed use will not result in the destruction, loss or damage of a natural,

scenic or historic feature considered to be of major importance.
Stafffinds that no natural or scenic feature will be lost, damaged or destroyed by issuance of
this conditional use.
STFE SPECIFIC REQUIItEMENT5
1. The monopole structure and antenna array shall be painted a matte earthen color or otherwise
camouflaged to reduce glare and visual intrusiveness.
2. The climbing pegs on the tower, below 20', shall be removed and shall only be used when the
tower is being serviced.
3. All lighting, other than that required by the FAA, shall be prohibited.
4. The tower shall not have any catwalk, crow's nest, or platform erected thereon except during
times of construction or repair.
The tower shall be constructed, as proposed, to allow for at least two additional antenna
arrays and shall be made available for co-location to other users.
GENERAL REOUIItEMENTS
1. A Certificate ofZoning Compliance shall be obtained prior to applying for a building permit.
2. A building pemut shall be obtained prior to the start of construction.
3: This Conditional Use Permit shall be valid for a maximum period of 18 months. If
construction has not begun within this timeframe, a new conditional use permit must be
obtained prior to the start of development.
RECOMMENDATION
Staff recommends approval of the application, with the aforementioned conditions.

The Ada County Highway District (ACHD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that the proposed development will generate less than 10
additional vehicle trips per day (VTD); or improvements exist adjacent to the site and ACHD has no site improvement
requirements attributable to this application.
ACRD policy states that no site related improvements will be required for developments generating less than 10
additional VTD. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are
generated, then ACHD will review the site plan and may issue requirements based on the ACHD Policy Manual.
ACHD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, apermit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACHD
Development Policy Manual. Contact District staff at 387-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are collected in accordance with Ordinance #195, the Ada County Highway District Road Impact Fee Ordinance.
