Request to Modify the Approved Fencing Plan for Paramount Subdivision, Phases 11 & 12

Staff has reviewed this submittal and offers the following comments:
APPLICATION SUMMARY & LOCATION
Paramount Subdivision, Phases 11 and 12, is generally located 12 mile west of Meridian Road, 12 mile north of
McMillan, in Section 25, Township 4 North, Range 1 West, B.M.
The applicant, Paramount Development, Inc., has submitted a Final Plat Modification (MFP) application to
amend FP-05-061 (Paramount Subdivision, Phase 11) and FP-06-003 (Paramount Subdivision, Phase 12).
Specifically, the request will remove the requirement of developer installation of six.foot wrought iron fencing
adjacent to the common areas as proposed on the landscape plans prepared by The Land Group and dated
8/23/05 (Phase 11) and 1/25/06 (Phase 12).
The applicant/developer instead proposes the fencing be installed by the builders at the time of residential
construction, in order to give individual homeowners abutting the common areas the option of installing and
locating access gating, if so desired. The Final Plats were approved by City Council on 9/2705 and 3/7/06,
respectively.
OWNER OF RECORD
The owner of record for the subject property is Paramount Development, Inc., of Boise, Idaho.
STAFF ANALYSIS & RECOMMENDATION
The fencing, as currently approved, is compliant with the Unified Development Code. ODC ll-3A-7 requires
four-foot solid fencing or six.foot open vision fencing adjacent to all micropathways and interior common open
space areas. All fencing will be installed per Ordinance.
This was not a matter of discussion at the public hearings for Files FP-05-061 & FP-06-003.
Staff recommends approval of the applicant's request to modify the approved fencing for Paramount Nos. 11 &
12 (MFP-06-003t to allow the builders or individual homeowners to install the wrought iron fencing adiacent
to the subiect common areas at the time ofresidential construction.
