Dear Mr. Mayor:
A Realty West, Inc. representative presented a request before the
Meridian City Countil the evening of April 7, 1971, concerning
City participation in providing sewer or water seruice to the
Western Subdivision, now under development, and/or a repayment
program for reimbursement to the Developer for these costs.
We understand from the results of aforesaid meeting that there can
be no City participation in the form of labor or materials due to
City policy and Zoning criteria applicable to all developers and
that these services are the responsibility of the developer.
Since the firm of Realty West, Inc, will be bringing to the City
of Meridian an increase in revenue, by providing housing for at
least 28 new families, it would seem feasible to this firm that
an amount of 25% to 50% of the monthly billing for water use
collected from each family could be paid to Realty West, Inc. until
such time as the initial cost of installation of the "water mains"
has been recovered by this firm. We base this request upon the
fact that the Boise Water Corporation does reimburse the developer,
on a percentage basis, until the initial cost to the developer has
been recovered by him, or for a period of 20 years maximum.
Enclosed herewith is a copy of an agreement being entered into
-by and between Realty West, Inc. and said Boise Water Corporation,
which we hope will help establish precedence concerning this request.
We respectfully request your comment, favorably we hope, on this
matter and will appreciate a reply at your earliest possible
convenience.
