Ra Meridian Transportation Task Force Committee - Annual Meeting
On September 5, 2002, the members of this committee met in the conference room of COMPASS to
discuss Meridian transportation projects, status and priorities. The committee members that met are as
follows:
AIi Bonakdar - COMPASS; Brad Hawkins-Clark - City of Meridian; Jonathan Hennings - ITD; Don
Kostelec - ACHD; Malcolm MacCoy - CRizen; Cherie McCandless - Meridian CRy Council; Linda
Ritter - COMPASS; Gary Smtth - CRy of Meridian.
The Committee discussed last years prioritized list of projects that had been compiled by Don Kostetec
(ACHD) in his August 2, 2002 letter to Mayor Corrie. The subject of Don's letter is "2004-2008 Five
Year Work Program - Request for Input.' This request from ACHD is for Meridian of officially transmR
a prioritized list of transportation projects to them no later than October 31, 2002 in order for the
projects to be considered for indusion in the Five Year Work Program (FYWP) and the Transportation
Improvement Program (TIP).
Please refer to the Project Prioritization Table that is attached.
The Status of the ITD sand maintenance yard at the northwest comer of 184 and Meridian Road was
discussed. Jonathan Hennings, ITD, has reported back that the property for this yard was purchased
wtth Federal funds for future expansion of the 1-84IMeridian Roan Interchange. As such the property
cannot be traded and must be retained for future interchange improvements. The ITD would be willing
to move the sand pile to another site if one were available adjacent to SH 69. At this time they do not
have another site for are there any funds for purchasing one.
This mini-report is submitted for your review and comments so that I can facilRate a final report to send
to COMPASS for distribution to ACHD and lTD. I look forward to receiving your comments.

1 2 Locust Grove Overpass ACHD has been informed by l1D that this can be
moved into a programmed year one FY08 is
opened for projects. COMPASS priorities set it as
#2 last year behind Franklin Interchange, Stage 2,
in Caldwell. This project will be re-evaluated by
COMPASS in STP-Urban prioritization process.
2 4 Rebuild of Franklin Road from This project is currently in FYWP for construction
Main (Elst) to Eagle Road; in FY04. Design is approaching 95% complete. A
concurrently rebuild Nola temporary fire signal has been installed at Fire
(Locust Grove) from Pine to Station No.1 and a permanent installation will be
Franklin compleled with the roadway project. ACHD is
acquiring right of way and expects to be done by
October 1, 2003. Right of way acquisition is
complicated by proximity of our cemetery and
movement of 6-12 gravesites may be necessary.
ACHD is coordinating this issue with our
cemeterv, Central District Health and the families.
3 5 Rebuild Meridian Road From ACHD relates that this project bas been placed in
Cherry Lane to Franklin Road to the prioritization matrix and is being evaluated to
3 lanes and preserve and support obtain cost estimates. It is a potential candidate
a 9O-foot wide right of way for Preliminary Development (PO) project.

4 6 Rebuild Linder Road from This project is currently in 03-07 FYWP as Linder,
Franklin north to Cherry Lane FranklinfUstick; construction in FY07. ACHD
will be evaluating pedestrian crossings and
sidewalk design in light of school traffic. They
report that high schools are less difficult !ban
elementarv and middle schools on maior streets.
5 7 Rebuild Ten Mile Road from Currently this two-mile corridor is in 03..Q7 FYWP
Franklin to Ustick as three different projects scheduled for FY05..Q7.
Discussion took place concerning the timing of
this project with the proposed Ten Mile
Interchange project. ..ACHD is awaiting
commitment from Meridian before proceeding
with design of an emergency exit signal at Fire
Station 32. ACHD bas committed to donate
salvaged signal poles and mast ann materials at no
cost and would provide other materials at their
cost for the signal if the City has the signal
designed and constructed...

7 11 Inlersection at Waltman Lane, Because construction of Overland and Franklin
Meridian Road, Main Street & Roads bas been moved up ACHD advises it is

is scheduled to be complete at the end of
September 2002. The consulting engineer is
investigating another alternative for this
intersection. The signal light at Corporate and
Main Street is being constructed now and will be
operational within one month. Phase II of
signalization of Corporate at Meridian is
orol!fammed for FY04.
8 New Rebuild of Pine A venue from
Nola to Bade Road
9 12 Rebuild of Pine Avenue from ACHD comments that this project would be
Nola to Main Street evaluated once Pine is complete from Nola to
BaIlIe.
10 13 Rebuild of Locust Grove from This project is being evaluated in FYWP update

11 New Extension of Corporate Drive This includes a bridge crossing ofTen Mile Drain
from Meridian Road to the and purchase of right of way from private property

Signals of developing a graphical computer simulation
model for all of the signalized intersections in
Meridian. This model will allow ACHD signal
engineers to input existing trafIic volumes and
signal timing plans to see how the coordination
between intersections will work before sending the
timing plans out to the intersections. This model
should give ACHD the best possible timing plans

for intersections in Meridian during the peak hour
and off peak periods. ACHD should have this
model completely finished within the next two
months and will send all new signal timing plans
for the signals on Main Street at Idaho and Pine
within the next 2-3 weeks.
