Narrative Rationale/Description of The Proposal
On behalf of Smith Frazier,LLC.,we are pleased to submit the attached short plat application and required
supplements for Hesperus Landing,located at 1737 S.Meridian Road,Meridian,Idaho.
Site Information
The subject property comprises of approximately 1.38f acres of vacant land identified as parcel number R5652350045 or as stated
in the legal description as LOT 04 EXC ROW&POR LOT 03 within Medina Subdivision.Medina Subdivision was recorded in
2008 as instrument number 108007783 and included 6 lots on approximately 7.65 acres in the C-G zoning district.The subdivision
is subject to a development agreement recorded as instrument number 105134293 and an amended development agreement
recorded as instrument number 107099630 of Ada County Records. The owner of the subject property is Smith Frazier,LLC.
Transportation
Access to Hesperus Landing Subdivision is proposed to be from Meridian and Overland Road.All future
improvements will be consistent with the City of Meridian Standards including streets,curbs,gutters,sidewalks,
streetlights,and street trees. Since the project is within an existing developed commercial subdivision,a Traffic
Impact Study(TIS)is not warranted for this project.
Sewer and Water Facilities
The proposed project has a water stub located at the northwest corner of the parcel and a sewer stub located on the
east side of the parcel.Each sewer and water connection to an existing sewer and water main line will have the
appropriate flow and invert to support the proposed development.Contractor shall pothole existing service facilities
prior to construction to verify existing location,size,and depth.All future connections and extensions of the existing
services will be in accordance with City of Meridian Sewer and Water as well as all city codes.
Drainage and Irrigation
The property will have pressurized irrigation,provided by the Meridian Irrigation District.
It is anticipated that storm drainage will be retained on site.However,if drainage is discharged off site,the
discharge will not exceed the pre-development flow.All storm drainage will be designed in accordance with the
City of Merdian and Department of Environmental Quality Standards.
Statement of Conformance&Short Plat Description
Our project aligns seamlessly with all city codes and requirements.In accordance with City Code,the proposed
short plat for Hesperus Landing is a lot in a recorded subdivision;it has not been short platted or otherwise divided
by the Ada County Development Services;it does not exceed more than four(4)lots;it is not proposing a new street
dedication or widening;and there will not be any impact to the health,safety,or general welfare of the city. The
following statements conform to the UDC and professional services:
i. This project aligns with Title 11 of the Meridian City Code,commonly referred to as the"Unified

Development Code"or UDC—an integral component serving as the official zoning ordinance for the
City of Meridian.Committed to upholding the standards set by the UDC,the following project
meticulously adheres to all its stipulations and provisions.
ii. This project demonstrates conformance to accepted engineering,architectural,and surveying practices,
seamlessly integrated with the stringent adherence to the local standards set forth by the City of
Meridian and other local jurisdictions.
Hesperus Landing will create two new commercial lots by subdividing parcel number R5652350045 within the
existing Medina Subdivision.The resulting lots will comprise of Lot 1 and Lot 2,Block 1 in Hesperus Landing.Lot
1 will be approximately 27,251 square feet while Lot 2 will be roughly 32,708 square feet.Construction is
anticipated to begin in the Fall of 2023. Site design will be determined with future planning applications to the city
and all dimensional standards and applicable conditions of approval pertaining to the property will be acknowledged
in future development of the proposed lots.Any existing public utility easements such as water,sewer,drainage,
gravity,and pressure irrigation will be maintained as required with previous approvals.
