DESCRIPTION OF EXISTING LAND USE/PRESENT USE OF THE SUBJECT PROPERTY:
The selected site for the park and ride is pasture land zoned C -G by the City of Meridian.
The property is owned by a land development company and is slated for development, as stated
by the land owner. The surrounding land consists of one single family residence, zoned R-1, a
automobile dealership, two service stations, one restaurant, a motel, and Interstate 84. The land
is one single parcel with an access road provided to the lot from Overland Road. The access road
will be improved to Ada County Highway District Standards and the right of way purchased.
The City of Meridian has been contacted concerning the project. The proposed use is an
permitted use according to their zoning requirements.
PROPOSED USE OF SUBJECT PROPERTY:
The project consists of constructing a 100 plus vehicle park and ride lot near Meridian,
Idaho. The project is planned for a 6.36 acre parcel located about 800 feet east of the SH69 and
Overland Road intersection, on the north side of Overland Road. The site has been pasture land
for many years and is adjacent to Interstate highway and to SH -69. The City of Meridian has
zoned the area C -G. The surrounding land use varies from a private single family dwellings to a
automobile dealership, a restaurant, a motel, and two service stations. The owner of this property
is a development company and plans to develop the land.
The project will comply with the City of Meridian's landscaping plans, which require one
3 "caliper tree per 1500 square feet of asphalt surface. The project lot will have these trees and
grass around the perimeter. The parking area is 46,680 square feet and will have 33 trees planted
around the perimeter. The site will be irrigated via a pressure irrigation system. The storm water
runoff will be run to a drainage swale along the west side of the parking area and retained. The
construction site will have silt fences and drainage swales constructed to contain the surface
runoff during the actual construction. Since the Ten Mile Creek is the only stream channel in the
project area, the channel bordering the project can have a berm constructed to prevent surface
water from reaching the drain.
In addition, dust abatement will be included in the construction specification to keep dust
under control during construction.
SUPPLEMENTAL INFORMATION:
This project will assist in reducing the volume of vehicles on Overland Road, Franklin
Road, SH -69, and I84 by either car pooling or van pool. The size of the lot is 118 vehicles. The
lot is planned for the northeast corner of the intersection of Meridian Road and Overland Road.
The lot is located along a frontage road and will be compatible with the surrounding area.
This location is convenient for commuters wishing to travel to and from the above listed
highways. No travel patterns will be changed only the number of occupants in a vehicle will be
changed. In addition, no displacements will take place.
This lot is expected to enhance the service to the surrounding neighborhood and allow
commuting. No neighborhood or service impacts are anticipated.
There will not be any loss of parking and no economic disruption is expected due to the
fact that the construction will not effect the roadway nor will there be any detours.
This lot is to conserve energy by promoting van or car pooling, and thus is consistent with
energy conservation.
Consistent with local of state planning? This park and ride lot is part of the long range planning
of Ada County and is consistent with and included in the SIP as a strategy to improve air quality.
Consideration of other alternatives. Ada County Highway District has reviewed many
possible locations for park and ride lots. As part of this site selection, the area surrounding the
Meridian Interchange was review for possible lot locations, 18 different locations were reviewed.
This site was selected due to its availability and its closeness to the Meridian Interchange with I-
84 and a major intersection of county roads. The direct access to the interstate is of great
importance for locating the lot at this location. Thus this site was the preferred alternative.
Air Quality Impacts. Based upon the analysis completed by Ada County Highway
District, see enclosed analysis, the project will help improve the air quality of the area by
reducing the number of vehicles on the highways. The enclosed analysis indicates that a
reduction of 1.269 Lbs of CO and 349 Lbs of PM -10 is expected, Ada County Highway District
analysis is attached.
Flood plain Encroachment. The area of the proposed site is adjacent to the Ten Mile
Drain, far southwest corner of the site. The drain then flows into a box culvert and crosses Sh-69
and the Interstate.
The City Flood Map, panel number 160180-0004 A, shows that Ten Mile Creek has a
small AE designated flood Zone, in which the base 100 year flood elevation has been
determined. That flood elevation is at 2614 feet above mean seal level, which is to the top of the
east bank of the Ten Mile Creek. A very small flood plain area is shown on the map which the
parking is also outside. Thus no flood plain Development Permit is required. The flood plain
map shows a `Zone X' which is a 500 year flood plain area. This project touches this zone,
however after discussing this location with the City of Meridian, this is a 500 year flood
designation and is not within the area of concern for FEMA. No ground disturbing construction
will be done in the floodway area. The project area is to be constructed outside of the floodway
area and the flood plain.
Visual Impacts. This site is presently bare soil with some grasses. This site will have the
asphalt surface and the disturbed ground will be seeded with grass and small trees, as part of the
City of Meridian requirements.
