Nov. 18, 2023 Stacy Hersh City of Meridian, 33 E. Broadway Ave #102. Meridian, ID 83642 Dear Ms. Hersh, I am writing as President of the Larkspur 1 HOA with grave concern regarding what has been reported to me as plans for a future development at 200 E. Rosalyn Dr. This property lies just to the southwest of our subdivision near the intersection of Rosalyn Dr. and Blackspur Way. A number of residents in our HOA border this property so any development will directly impact our neighborhood which is why we all have a serious concern. I understand from a neighborhood meeting which I 1 recently attended that there is a plan to build 7 townhomes at this location and while it is currently zoned R8 (high density residential) the Meridian Future Land Use map indicates a recommendation to rezone this lot and surrounding area to R4. The rezone would be more in keeping with the immediate bordering neighborhoods and I would encourage all involved to seek this rezone as soon as possible. Building 7 townhomes would not be compatible with the existing neighborhoods or the surrounding infrastructure required to support this density of housing. An even greater fear is the possibility of this property becoming rental property, especially high turnover rentals, which could cause great disruption of the character of our present community. It is with these concerns and fears in mind that I request that any plans to construct the aforementioned townhomes be immediately denied if and when the plans are presented before the Planning and Zoning Department and/or the Meridian City Council. Our HOA understands the need for low cost affordable housing and we are not against development of such but we humbly suggest that that goal can best be reached in another area. We also do not want to imply that we are against any development of this property; however a modest two or three home improvement would be more in keeping with the surrounding neighborhood and still allow the property owner to receive a reasonable return on his/her investment. Thank you for your time and consideration of our concerns and we appreciate your efforts to create a compatible addition to our community. Respectfully yours, Len Yancey President, Larkspur #1 HOA -- -- Len Yancey 2
