I would like to highlight critical issues in regards to the Meridian and Waltman intersection. The Ada County Highway District(ACHD) did not approve any modifications proposed to the configuration of the Waltman and Meridian Intersection. Per ACHD, the priority operation in this area is the movement of vehicles on Meridian Road on and off 1-84 and through the City of Meridian, not the accommodation of the turning;movements of development-related traffic It is essential to note that no improvements to this intersection are anticipated in the future." The Traffic Impact Study(TIS)from Tanner Creek and Hawkins, revealed that over 13,000 vehicles per day are projected to enter Waltman Lane as a result of the proposed development. During peak traffic times,this would translate to well over 950 vehicles per hour. The limitations imposed by ACHD on any modifications to the Waltman and Meridian Intersection, coupled with the substantial influx of traffic as indicated by the TIS, raise significant concerns. The existing struggles at the Waltman and Meridian intersection, particularly the high congestion, become even more pressing with the confirmed data on anticipated traffic volume. This intersection is already beginning to fail with certain Peak hours at a LOS F. With Tanner and Hawkins built,this would exceed ACHD acceptable levels of service thresholds and would result in unacceptable traffic levels. Moreover, the complexity of the existing Meridian/Waltman intersection, as discussed earlier, is now coupled with the irrevocable constraint that no improvements can be made. This further emphasizes the necessity for a careful evaluation of the proposed development's impact on the already strained traffic conditions. I urge the City Council to consider the cumulative effects of ACHD restrictions, confirmed traffic projections, and the existing intricacies of the transportation network. It is imperative that we carefully assess the potential consequences of allowing this development to proceed without the possibility of addressing critical issues at the Waltman and Meridian Intersection. Your thoughtful consideration of these factors is crucial for the well-being and efficiency of our community's transportation infrastructure. Please deny this project.
