APPROVAL OF FINAL PLAT
This matter coming before the City Council for Final Plat approval pursuant to
Meridian City Code § 12-3-7 on September 17, 2002, and the Council finding that the
Administrative Review is complete which has included certain comments and conditions as
stated in a letter to the Mayor and Council from David McKinnon Planner II for the Planning and
Zoning Department, and Bruce Freckleton, Engineering Technician III, listing 6 General
Requirements and 7 Site Specific Requirements, which are herein found fair and reasonable, and
that Steve Siddoway, Planner for the Planning and Zoning Department, commented at the
hearing, and the Council having considered the requirements of the preliminary plat the Council
takes the following action:
IT IS HEREBY ORDERED THAT:

INCORPORATED", Skyline Development Company, Developer, is Conditionally
Approved subject to those conditions of Staff comments as set forth in the
Memorandum to the Mayor and City Council from Bruce Freckleton, Engineering
Technician III, and David McKinnon Planner II for the Planning and Zoning
Department, dated September 6, 2002, listing 6 General Requirements and 7 Site
Specific Requirements, a true and correct copy of which is attached hereto marked
Exhibit "A", and consisting of two pages, and by this reference incorporated
herein, with the additional requirements as follows, to-wit:
1.1 At the Council's September 17, 2002 meeting action was taken to
amend staff comment to Site Specific number 1 as follows:
SITE SPECIFIC REQUIREMENTS/FINAL PLAT
Applicant is to meet all terms of the approved preliminary
plat and applicable City Ordinances.
1.2 The Meridian Fire Department requires the following:
That afire-flow of 1,000 gallons per minute shall be
available for duration of 2 hours to service the entire
project. Fire hydrants shall be placed an average of 400'
apart.
2. Operational fire hydrants and temporary or permanent street
signs are required before combustible construction begins.
3. Acceptance of the water supply for fire protection shall be
by the Meridian Water Department.

4. Final approval of the fire hydrant locations shall be by the
Meridian Fire Department.
5. All radii shall be 28' inside and 48' outside radius.
6. All cul-de-sacs to be a 50' radius.
7. Insure that all yet undeveloped parcels are maintained free
of combustible vegetation per section 1103.2.4 of the
Uniform Fire Code.
8. The roadways shall be built to Ada County Highway
Standards.
1.3 The Water Deparhnent makes notation that the City can provide
service to this phase of Vienna Woods.
1.4 The Central District Health Department requires after written
approval from the appropriate entities are submitted, they can
approve this proposal for central sewage and central water; that
plans must be submitted to and approved by the Idaho Department
of Health and Welfare, Division of Environmental Quality for
central sewage and central water; that run-off is not to create a
mosquito breeding problem; and it is suggested that stormwater be
pretreated through a grassy swale prior to discharge to the
subsurface to prevent impact to groundwater and surface water
quality; that engineers and architects should obtain current best
management practices for stonnwater disposal and design a
storrnwater management system that is preventing groundwater and
surface water degradation. Manuals for guidance:

2. The fmal plat upon which there is contained the Certification and signature of the City
Clerk and the City Engineer verifying that the plat meets the City's requirements shall be
signed only at such time as:

The Plat dimensions are approved by the City Engineer; and
2. The City Engineer has verified that all off-site improvements are
completed and/or the appropriate letter of credit or cash has been issued
guaranteeing the completion of off-site and required on-site
improvements.

Building Lots on 6.65 Acres by Skyline Development Company
This final plat is a portion of the S0.acre Vienna Woods development located within Ada County. As
part of the City's negotiations with Ada County over the Meridian Impact Area, the Meridian City
Council agreed to provide services to this property. The applicant has built a lift station and
approximately one mile oftemporary sewer line in Locust Grove to connect to the City's sewer system
near Summerfield Subdivision. The applicant has also extended a City water main to serve this project.
LOCATION
The property is generally located on the east side of Locust Grove Road approximately one-half mile
north of McMillan Road. It is designated as Single-family Residential in the Comprehensive Plan
We have reviewed this submittal and offer the following comments, as conditions of the
application. These conditions shall be considered in Full, unless expressly modified or deleted by
motion of the Meridian City Council:
SITE SPECIFIC REOUIItEMENTS
1. Applicant is to meet all terms of the approved preliminary plat and City Ordinances.
2. If the pressurized irrigation system within this developmem is to remain a private homeowners
association system, complete plans and specifications shall be reviewed by the Public Works
Departmem as part of the development plan review process. A draft copy of the pressurized
irrigation system O&M manual must be submitted prior to plan approval. The City of Meridian
requires that pressurized irrigation systems be supplied by a year-round source of water. If a
creek or well source is not available, asingle-point connection to the culinary water system
shall be required, and the common areas within the development will be a subject to water
assessments.
3. Street signs are to be in place, water system shall be approved and activated, pressurized
irrigation system approved and activated, drainage lots constructed, fencing installed, and read
base approved by the Ada County highway District prior to any water and sewer permit

applications. Unless bonding is provided, landscaping and pathways shall be constructed prior
to obtaining water meters. Although building permits will be issued by Ada County, these
elements shall still be met as a condition of approval of the final plat.
4. .Applicant shall be responsible to construct asix-foot-high, permanent perimeter fence along
property boundary, except where the City has expressly agreed, in writing, that such fencing is
not necessary. Fencing is to be in place prior to setting water meters.
5. Revise or add the following notes for Vienna Woods Subdivision:

6. Application for sewer and water will need to be processed through the Public Works
Department for each building lot. Assessment fees will be collected at that time. The City of
Meridian will require inspections of service line connections.
7. Complete the recording information for Vienna Woods Subdivision No. 6 in the legal
description of the Certificate of Owners.
GENERAL REQUIItEMENTS
Any existing domestic wells and/or septic systems within this project will have to be removed
from their domestic service per City Ordinance. Wells may be used for non-domestic purposes
such as landscape.irrigation.
2. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
3. Provide a copy of the "final" letter from the Ada County Street Name Committee, and make
any changes necessary to conform.
4. Coordinate fire hydrant placement with the City of Meridian Public Works Department..
5. Sewer and+ water mains shall be extended to and through the proposed development.
Subdivision designer to coordinate main sizing and routing with the Public Works Department.
Sewer manholes are to be provided to keep the sewer lines on the south and west sides of
centerline.
6. One-hundred-watt, high-pressure sodium streetlights will be required at locations designated by
the Public Works Department. All streetlights shall be installed at subdivider's expense.
Typical locations are at street intersections and/or fire hydrants.
