Hickory Way MAR 2 6 2001 CITY OF MERIDIAN The Ada County Highway District (ACHD) staff has received and reviewed the application and site plan for the item referenced above. ACriD does not have any site improvement requirements at this time. The ACHD Commission will not hear this item unless the site plan is changed in such a manner as to require Commission review. ACHD policy requires that before any improvements of any kind are constructed or installed within the public right-of-way, a permit or license agreement permitting the improvements must be obtained. All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACriD Ordinances unless specifically waived in writing by the District. (File No. CUP-OI-O08). We have reviewed this submittal and offer the following comments, as conditions of the applicant. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: APPLICATION SUMMARY Packard Estates Development, LLC. the record owner of Packard Subdivision No.2, has requested a Conditional Use Permit t~om the City of Meridian in order to establish a recreation center with two basketball hoops, a pool and a clubhouse on three contiguous residential lots within the subdivision. The pool will be surrounded by a wrought iron security gate both the door to the club house and pool gate will be locked and secure. Upon completion of the project the recreation center will be deeded to and turned over to the Packard Estates Homeowners Association. The project has already received approval l~om the Homeowners Association, and they have agreed to maintain the pool and recreation center in the future. LOCATION & SURROUNDING USES The subject property is on lots 1-3, Block 8 of Packard Acres Subdivision No. 2. It is generally located at the NE comer of N. Hickory Way and Nikki Court. The 3 lots are currently zoned R-4. The surrounding uses follow: North - Directly north of the subject lots is the Downey Sub-Lateral and undeveloped land zoned R-4. South - Single family homes, zoned R-4. East - Single family homes, zoned R-4 West - Single family homes, zoned R-4 APPLICATION BACKGROUND On the recorded plat of the Packard Estates Subdivision there are no parcels identified for use as a recreation center and a pool for the residents of the subdivision. All three of the parcels (lotsl-3, Blk 8) intended for uses as the recreation center and pool are currently recorded for use only as single family dwellings. Recreation centers and pools are not listed on the Sebedule of Use Control in the R- CUP-01-008 Packard Estates Rec. Center Mayor, Council and P&Z March 27, 2001 page 2 4 Zone. Ifa use is not listed in the Schedule of Use Control it shall require a CLIP. GENERAL REQUIREMENTS 1. Off-street parking shall he provided in accordance with Section 11 - 13 o fthe City of Meridian Zoning and Development Ordinance and/or as detailed in site-specific requirements. 2. Paving and striping shall be in accordance with the standards set forth in Seetions 11-13-4.D. and 11-13-4.E. of the City of Meridian Zoning and Development Ordinance and in accordance with Americans with Disabilities Act (ADA) requirements. 3. A drainage plan designed by a State ofldaho licensed architect or engineer is required and shall be submitted to the City Engineer (Ord. 557, 10-1-91 ) for all off-street parking areas. All site drainage shall he contained and disposed of on-site. 4. Outside fighting shall be designed and placed so as to not direct illumination on any nearby residential areas and in accordance with City ordinance Section 11-13-4.C. 5. All signnge shall be in accordance with the standards set forth in Seetion 11-14 ofthe City Zoning and Development Ordinance. 6. All construction shall conform to the requirements of the Americans with Disabilities Act. SITE SPECIFIC REQUIREMENTS 1. Signage: The applicant proposes no signnge for this project. Parking: The site plan displays 8 parking spaces ( 10 standard stalls and 1 handicap accessible stall). The Schedule of Parking Spaee Requirements (11-13-5) does not address the minimum number of parking stalls that are required for the use of community recreation centers and pools. The Council and Commission should determine if the indieated number of parking stalls will adequately serve the proposed uses. Landscaping: The landscape plan, sheet L-l, indicates that the recreation center will be surrounded by thirty-four new 2 inch (2") caliper trees (5 Royal Crabs, 7 Patmore Ashes, 3 Norwegian Sunset Maples, and 19 Norway Spruces) numerous shrubs and approximately 4500 square feet lawn space. The proposed landscaping exceeds the minimum landscaping requirements found in Landscaping Ordinance (12-13). The landscaping berm located on the western property line shall not exceed a 2:1 (horizontal: CUP-O 1-008 Packard Estates Re~. Ceater Mayor, Council and P&Z March 27, 2001 Page 3 vertical) slope, per section 12-12-7-13 of the Landscaping Ordinance. All trees planted within the vision triangle shall be pruned to a minimum of eight feet above the grade adjacent to the tree, per section 12-13-9-5 of the Landscaping Ordinance. Irrigation: An underground, pressurized irrigation system must be installed to all landscaped areas. Performance specifications will be required prior to approval of the CZC Lighting: All exterior lighting must be down shielded or shrouded so as to shield the existing and future single family dwellings fi:om the additional lighting. Drainage: A proposed site drainage plan must be approved by the City Public Works Department prior to construction. Trash: No new outdoor trash areas are proposed on Sheet L1. If the Applicant intends to have any new trash enclosures other than standard cans, they must be screened fi'om view and not be visible by the public or t}om adjacent properties. Councii and Commission may want to verify with the applicant where the garbage geaerated by the proposed use will be placed. o Hours of Operation: The application does not address the issue of hours of operation. Because this is a subdivision amenity, the hours of operation should be determined by the Home Owners Association. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy for the fuel kiosk and facility. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form ora Letter of Credit or cash in the amount of 110% of the cost of the required improvements (including paving, striping, landscaping, and irrigation). A bid must accompany any request for Temporary Occupancy. Any Temporary Occupancy will not exceed 60 days to complete the required improvements. 10. As part of a conditional use permit, the City of Meridian may impose additional restrictions/conditions. 11. Sanitary sewer and water service to this site will be provided via existing lines adjacent to the site. 12. Assessmems for sewer and water service are determined during the building permit application process. 13. In accordance with City Ordinance 11-13-4.B.2., underground year-round pressurized CUP-01-008 Packard Estates Rec. Center Mayor, Council and P&Z March 27, 2001 Page 4 irrigation must be prodded to all landscape areas on site. Please submit hook-up and design details based on the proposed landscaping. Applicant shall be required to utilize any existing surface or well water for the primary source. If City water is proposed as a secondary source, developer shall be responsible to pay water assessments for the landscaped areas. COMPREHENSIVE PLAN POLICIES The 1993 Comprehensive Plan contains a variety of goals and policies that are relevant to this application. Staff has selected the following sections that most directly apply to the proposed project for the Council and Commission's consideration during the hearing process. Land Use Chapter 1.8U - Promote the development of high quality and environmentally compatible residential areas that contain the necessary parks, schools, and commercial facilities to maintain and form identifiable neighborhoods. Communltv Identification Goal Statement 1.3 Open space areas within all development should be encouraged. Community Des'~mn Chapter 2.5U - Encourage the use of attractive open space, landscaping...that will be a benefit to the 4.4U- Encourage landscaped setbacks for new development.
