A Meeting of the Meridian City Council was called to order at 4:31 p.m. Tuesday, September 12, 2023, by Mayor Robert Simison. For the record it is September 12th, 2023, at 4:31 p.m. We will begin this afternoon's work session with roll call attendance. ADOPTION OF AGENDA Simison: Next item up is adoption of the agenda. Public Works Fiscal Year 2024 Fee Schedule Recommendations Simison: So, we will go on to Department/Commission Reports. First item up is Item 6, which is the Public Works Fiscal Year 2024 fee schedule recommendations. Turn this over to Mr. Freitag. Freitag: Mr. Mayor, Members of Council, thank you for your time this afternoon. Just a couple minutes to talk about our FY-24 fee schedule update for Public Works. This is an annual process that we go through. Our team goes out and solicits updated quotes from our vendors that supply us equipment and supplies and, then, we update those costs in our fee schedule to make sure that we are recovering appropriate costs. Probably important to note these are all just pass-through costs. There is no markup here. On this year's recommendations we do not have any new fees that we are Meridian City Council Work Session September 12,2023 Page 3 of 5 adding. There are some that are going up. There is a few that are being deleted. No action tonight that we are asking for you all. This is really just informational. Our plan is to go through the noticing process and, then, be back before you on October 3rd for a public hearing and a resolution that we would ask for some approval on and move forward with the fee schedule at that point. Pretty straightforward and I think I will hold there and stand for any questions if you have any. Simison: Thank you. Council, any questions? Strader: Mr. Mayor? Simison: Council Woman Strader. Strader: Thank you. Thanks, Alex. I took a look at the fee schedule and I -- there were some that have gone up a lot and it's not a surprise in the inflationary environment that we are in, but do you ever see costs go up to an extent that you rebid the vendors that you use or what is kind of the process that you go through? Does it go through the usual procurement process? Do you review it regularly? Just give us a flavor. Freitag: That's a good question, Council Woman Strader. We have not run into a situation in the past where we have really gone out to a bid process on these particular fees. These are one offs. So, things like fire hydrants, water meters, things like that. So, our process currently is we solicit as many inputs from the vendors that are available in the valley. If there is more than one we typically take an average of those -- those fees. We do have a few in here, you probably noted, that are -- that saw some significant increases. In fact, the water meters are among those. Mostly supply chain issues. Those meters have electronics and logic in them. So, we understand what drove that this year, but we haven't really run into a situation where we have -- we have gone out and had a process to -- to change that at this point, so -- Strader: Mr. Mayor? Simison: Council Woman Strader. Strader: At least the process of averaging, you are using multiple bidders, so in theory -- in theory taking into account kind of a market average. It would be something worth digging into offline. But thank you for answering my questions. Borton: Mr. Mayor? Simison: Councilman Borton. Borton: Alex, to tag on to that, the -- the converse is true when you have got some of these fees that go up because of these costs they are monitored and -- and on a regular basis you take the opportunity to reduce them when those costs go down as soon as -- as soon as it's feasible, is that fair to say? We -- in fact, we have multiple fees on this schedule this year that are -- that are -- that are going down in cost as well, so -- your resolution, when you see that come before you, will have many of them increase. There is going to be some decreases and we have got about 14 that we are deleting altogether, just because they are out of date or whatever the case might be. So, you see it go both ways. We are in a unique inflationary environment. I think everybody's aware of that. So, the pieces and parts tend to be a little on the expensive side, but that's just the nature of the -- these as well. Local 4627 for Captain-Emergency Medical Services (EMS) Position MEMORANDUM OF UNDERSTANDING CAPTAIN-EMERGENCY MEDICAL SERVICES (EMS) POSITION This Memorandum of Understanding ("MOU") is entered into this 12th day of September 2023, by and between Meridian Firefighters I.A.F.F Local 4627 ("UNION") and the City of Meridian ("CITY"). RECITALS WHEREAS, the UNION and the CITY are parties to that certain Collective Labor Agreement between City of Meridian and Meridian Firefighters I.A.F.F. Local 4627 dated February 23, 2021 ("CLA"), which is incorporated herein by reference; and, WHEREAS, the UNION and the CITY are negotiating a successor collective labor agreement ("Successor CLA") to the CLA; and, WHEREAS, the UNION and the CITY have reached a tentative agreement that the Successor CLA will include a new Captain-Emergency Medical Services (EMS)position; and, WHEREAS, Corey Patocka("Mr. Patocka") is employed by the City as its Emergency Medical Services (EMS) Coordinator; and, WHEREAS, the CITY intends to eliminate the Emergency Medical Services (EMS) Coordinator position; and, WHEREAS, the CITY indicates Mr. Patocka is qualified to serve as a Captain-Emergency Medical Services (EMS) and has completed probation; and, WHEREAS, the UNION and the CITY agree it is desirable to create the Captain-Emergency Medical Services (EMS)position prior to the expiration of the CLA and place Mr. Patocka in said position; NOW THEREFORE, the CITY and UNION hereby agree as follows: I. The position of Captain-Emergency Medical Services (EMS) shall be established on or about September 21, 2023, and said position shall be included in the bargaining unit. 2. The CITY shall place Mr. Patocka in the Captain-Emergency Medical Services (EMS) position on or about September 21, 2023. 3. Mr. Patocka shall be placed at Step 1 of the 40-hour Captain classification (currently identified as "Captain—Fire Inspector/Training Captain" in Appendix A of the CLA). 4. Mr. Patocka's anniversary date for step plan progression and UNION seniority date shall be the date he was placed in the Captain-Emergency Medical Services (EMS)position. 5. The Captain-Emergency Medical Services (EMS)position shall be a Forty(40)Hour per week position as described in Article 1.2 of the CLA. MEMORANDUM OF UNDERSTANDING-CAPTAIN-EMERGENCY MEDICAL SERVICES(EMS)POSITION 6. All other terms and conditions of the CLA shall apply to the Captain-Emergency Medical Services (EMS) position. 7. Upon implementation of this MOU, the CITY will sunset the EMS Coordinator position. 8. The provisions of this MOU are not intended to change any other provisions of the collective labor agreement. This MOU is also not intended to change any existing past practices of the parties other than as expressly provided by the MOU. 9. Any disputes about the application and interpretation of this MOU will be resolved through the parties' grievance procedure, including through binding arbitration. 10. This MOU shall not constitute a waiver of either parry's rights, claims, or defenses with respect to mandatory subjects of bargaining. 11. This MOU shall not be considered precedential in any other matter. The UNION and the CITY agree that this MOU is effective upon execution and shall be incorporated into the parties' Successor CLA and shall remain in effect for the duration of the Successor CLA..
