Idaho Ave. Meridian, Idaho 83642 RE: Castlebrook Subdivision AnnexatiowZoning and Preliminary Plat - Letter of Intent Dear Mayor and Council; As representative for Crestline Development, lLC, please accept this application for Castlebrook Subdivision, located at 950 N. Black Cat Road, south of Cherry Lane in Meridian, Idaho, Section 10, Township 3 North, Range 1 West of the Boise-Meridian. Castlebrook Subdivision includes 39.% acres and has been designed with 131 lots (120 residential,l1 common) and includes a request for annexation with a zoning designation of R-4 (Low Density Residential). A density of 3.0 dwelling units per acre is proposed. The enclosed annexation and zoning, and preliminary plat, have been designed, and the applications have been submitted in accordance with the requirements of the Meridian Zoning Ordinance. The development has al80 been designed to be in compliance with the intent of the Meridian City Comprehensive Plan. Specific Comprehensive Plan policies that support the requested zone change include Land Use Residential Policies 1.4 (New Development), 1.50 (Balance of land uses), 2.2U (Neighborhood parks), 2.3U (Property values), in addition to Housing Policies 1.6 (Housing benefits), 1.7 (Sewer), and Community Design Policies 13 (Open space areas). An R-4 zoning designation is being requested with this annexation and the subdivision plat will contain lots ranging in size from a minimum 8,000 square feet to approximately 15,000 square feet. All streets will be public and will be constructed, along with curb, gutter and sidewalks, to Ada County Highway District and Meridian City standards. Sewer and water service is readily available and will be provided by the City of Meridian. Drainage will be handled by surface and subsurface methods and will be designed to the standards of all appropriate regulatory agencies. A pressure irrigation system will be provided for all lots within the development. The development has been designed to include landscaping at the entrances to the development and along Black Cat Road and EI Galo. Pathways have been included within the design to provide for proper pedestrian circulation throughout the subdivision Two (2) open space lots are included within the development and will be used as park areas. All common area lots would be owned and maintained by a Homeowners Association that will be established for the subdivision. . . In all, Casdebrook Subdivision will be a quality and compatible addition to this area of Meridian. Similar zoned developments are located adjacent to this property, and the requested zoning to R-4 will benefit the public interest by providing desirable housing needs to this area of the City while allowing for the continued improvement and expansion of city services. This application submittal includes all items listed within the preliminary plat and annexation checklists. We look forward to working with you and your staff and request approval of this project.
