HomeMy WebLinkAbout2023-08-25 Meridian Pathways COMMENTS MEETING DATE: Reviewer: Kim Warren / Pathways Project Manager Planner Assigned: Sonya Allen Project Name: Tanner Creek Sub PP, CUP, MDA, RZ File No: H-2022-0048 The following will be required for development of the proposed project: CONDITIONS OF APPROVAL - PATHWAYS 1. The project developer shall design and construct a multi-use pathway consistent with the specifications set forth in the Meridian Pathways Master Plan (Chapter 3). Proposed location of pathway on west side of the Ten Mile Drain is acceptable to the Pathways Project Manager. Project Developer shall also provide a pedestrian bridge crossing of the Ten Mile Drain to connect with proposed future pathways to the east. 2. Prior to final approval, the applicant shall submit a public access easement for a multi-use pathway on the west side of the Ten Mile Drain to the Planning Division for Council approval and subsequent recordation. Additionally, applicant shall provide 10’ detached pathway (concrete sidewalk) along south side of Waldman St from S. Kean Ave for the length of the project. This shall connect to the existing pathway along the Ten Mile Creek, north of Waldman. The easement shall be a minimum of 14’ wide (10’ pathway + 2’ shoulder each side). If a portion of any pathway lies within the public ROW, a narrower easement may be dedicated as long as the 10’ pathway width is accommodated. Staff supports the east-west pathway connection from the subdivision’s common park area to pedestrian/emergency access bridge over the Ten Mile Creek and will add it to the pathways master plan. Submit a license agreement for the bridge, as well as for pathway along the Ten Mile Creek so that these elements may be added to the existing Master Pathways Agreement with NMID. Use standard City template for public access easements. Easement checklist must accompany all easement submittals. 3. Construct multi-use pathway per typical paving section(s) shown in the Meridian Pathways Master Plan Chapter 3. 4. The owner (or representative association) of the property affected by the public access easement shall have an ongoing obligation to maintain the multi-use pathway. 5. 6’ high open vision fencing shall be installed between pathways and (live) water irrigation canals and laterals as detailed in the Meridian Pathways Master Plan, Chapter 3, page 3-5. All other fence details per UDC 11-3A-7. Fencing is not required along the Ten Mile Creek. Rev. 3.23.18 6. Should any discrepancy exist between these conditions and the requirements of the Nampa Meridian Irrigation District, the developer shall work with Pathways Project Manager to achieve a pathway design that meets both City and irrigation district objectives.
