1. Streets, curbs, gutters and sidewalks are to be constructed to standards as required by Ada
County Highway District and Meridian Ordinance. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in width.

Dear Mayor and Council;
As representative for CrestIine Development, LLC, please aecept this application for CastIebrook
Subdivision, located at 950 N. Black Cat Road, south of Cherry Lane in Meridian, Idaho, Section 10,
Township 3 North, Range I West of the Boise-Meridian. Castlebrook Subdivision includes 39.96
acres and has been designed with 13 I lots (120 residential, 11 common) and includes a request for
annexation with a zoning designation of R-4 (Low Density Residential). A density of 3.0 dwelling
units per acre is proposed.
The enclosed annexation and zoning, and preIiminaty plat; bavebeen designed, and the applications
have been submitted in accordance with the requirements of the Meridian Zoning Ordinlmce. The
development has also been designed to be in compliance with the intent of the Meridian City
Comprehensive Pian. Specific Comprehensive Pian policies that support the requested zone change
include Land Use Residential Policies 1.4 (New Development), 1.5U (Balance of land uses), 2.2U
(Neighborhood parks), 2.3U (Property vaIues), in addition to Housing Policies 1.6 (Housing benefits),
1.7 (Sewer), and Community Design Policies 1.3 (Open space areas).
An R-4 zoning designation is being requested with this ~and the subdivision plat will contain
lots ranging in size from a minimum 8,000 square feet to appmxiImItely 15,000 square feet. All streets
will be public and will be constructed, along with curb, gutter and sidewalks, to Ada County Highway
District and Meridian City standards. Sewer and water service is readily available and will be provided
by the City of Meridian. Drainage will be handled by surface and subsurface methods and will be
designed to the standards of ail appropriate regulatory agencies. A pressure irrigation system will be
provided for ail lots within the development.
The development has been designed to include Iandscapingat the entrances to the development and
along Black Cat Road and EI Gato. Pathways have been included within the design to provide for
proper pedestrian circulation throughout the subdivision Two (2) open space lots are included within
the development and will be used as park areas. All common area lots would be owned and maintained
by a Homeowners Association that will be established for the subdivision.

In all, Castlebrook Subdivision wiI1.be a quaIity and compatible addition to this area of Meridian.
Similar zoned developments are looat:ed adjacent to this property, and the requested zoning to R-4 will
benefit the public interest by providing desirable housing needs to this area of the City while allowing
for the contim.Jed improvement and expansion of city services. This application submittal includes all
items listed within the preliminary plat and armexation checklists. We look forward to working with

TRAFFIC IMPACT STATEMENT FOR
CASTLEBROOK SUBDIVISION
On July 12,2002, Shawn L. Nickel of Land Consultants Inc., spoke with Andrea Tuning
of Ada County Highway District regarding traffic counts on existing adjacent roadways
and intersections near the proposed Castlebrook Subdivision. According to Ms. Tuning,
Black Cat Road, north of Franklin Road between Franklin and Cherry Lane had a traffic
count performed on April 24, 2002, The traffic count on that day was 2,686 vehicles.
Ms. Tuning did not indicate whether the estimated traffic from the proposed Castlebrook
Subdivision would have a detrimental impact on the adjacent roadways or intersections.
A traffic study is currently underway by the developer of this subdivision. Those results
will be submitted to ACHD and Meridian City upon completion.

On Tuesday, June 25, 2002, a pre-application meeting was held with the Meridian City
Staff. Present at the meeting were Shawn L. Nickel of Land Con~ltants, Inc., Gene

Hawkins-Clark and Brad Watson of the City of Meridian.
