We have reviewed the above referenced submittals and offer the following comments, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICATION SUMMARY
The Applicant, Crestline Development, has applied for Annexation, Zoning, and Preliminary
Plat approval of one-hundred and twenty (120) building lots and eleven (11) other lots on a
39.96-acre parcel of land located 950 N. Black Cat Road, approximately V4:0 V20f a mile south
of Cherry Lane. The requested zoning designation for the property is R-4.
The "other" lots within the subdivision include two open-space/drainage lots (center of
subdivision and the northeast comer), and a micro-palh lot, in addilion to landscape lots
adjacent to public right-of-ways. The open space within the subdivision comprises a little more
than 5% of the entire subdivision. The single-family lots within the subdivision range from
8,000 square feet to approximately 15,000 square feet. The gross density for lhe subdivision is
approximately three (3) dwelling units per acre.
The legal description submitted with the application appears to meet the requirements of the City
of Meridian and State Tax Commission and places the parcel contiguous to existing city limits.
The subject property is within the Urban Service Planning Area and essential City services are or
can be made available to the subject property.

LOCATION
The property is located on the east side of Black Cat Road, approximately y, mile south of
Cherry Lane, directly south of the recently approved Coral Creek Subdivision.
SURROUNDING PROPERTIES
North: Coral Creek Subdivision, zoned R-4.
South: Rural residential, zoned RUT (Ada County).
East: Rural residential, zoned RUT (Ada County).
West: Rural agricultural, zoned RUT (Ada County).
ANNEXATION & ZONING ANALYSIS
According to Ordinance 11-15-11, General Standards Applicable 10 Zoning A mendmellts , both
the P&Z Commission and Council are required "to review the particular facts and
circumstances of each proposed zoning amendment in terms of the following standards and
shall find adequate evidence answering the following questions about the proposed zoning
amendment. "
The following is the list of standards found in 11-15-11 and analysis by slaff:
A. Will the new zoning be harmonious with and in accordance with the
Comprehensive Plan and, if not, has there been an application for a
Comprehensive Plan amendment;
Staff finds that the requested zoning designation, R-4, is harmonious with and in
accordance with the effective Comprehensive P Ian (93') and Generalized Land
Use Map, which designates the land to be "Mixed Residential".
B. Is the area included in the zoning amendment intended to be rezoned in the
future;
Staff does not anticipate lhat the applicant intends to rezone the subject property
in the future.
C. Is the area included in the zoning amendment intended to be developed in the
fashion. that would be allowed under the new zoning -for example, a
residential area turning into a commercial area by means of conditional use
permits;
Staff finds that the proposed subdivision will be allowed within the requested R-4
zone.
D. Has there been a change in the area or adjacent areas which may dictate that
the area should be rezoned. For example, have the streets been widened, new

railroad access been developed or planned or adjacent area being developed
in a fashion similar to the proposed rezone area;
Surrounding properties include rural residential properties and residential
subdivisions. Staff finds that the requested zoning designation of R-4 is
harmonious with the existing and planned adjacenl developments.
E. WiD the proposed uses be designed, constructed, operated and maintained to
be harmonious and appropriate in appearance with the existing or intended
character of the general vicinity and that such use will not change the
essential character ofthe same area;
Staff finds that the proposed uses (detached single family residential) will not
change the existing or intended character of the area.
F. Will the proposed uses not be hazardous or disturbing to existing or future
neighboring uses;
The Commission and Council should rely on public testimony 10 determine
whether or not the proposed use will be disturbing or hazardous to the exisling or
future neighboring uses.
Staff does not anticipate that the proposed uses will be hazardous or disturbing to
future or existing neighbors.
G. Will the area be served adequately by essential public facilities and services
such as highways, streets, police and fire protection, drainage structures,
refuse disposal, water, sewer or that the person responsible for the
establishment of proposed zoning amendment shall be able to provide
adequately any of such services;
Staff finds that the property to be annexed will be served adequalely by all
essential public facilities and services. Applicant shall be required to extend
water and sanitary sewer mains to and through the proposed development, thereby
making them available to the adjacent properties.
Please review the Fire Department's comments concerning this subdivision.
Please note that the Fire Department has required no parking on one (1) side of
the 33' wide streets within the proposed Castlebrook Subdivision (Item No.7).
H. Will not create excessive additional requirements at public cost for public
facilities and services and will not be detrimental to the economic welfare of
the community;

Staff finds that there will not be additional requirements at public cost and that the
annexation and zoning will not be delrimental to lhe community's economic
welfare.
I. Will the proposed uses not involve uses, activities, processes, materials,
equipment and conditions of operation that will be detrimental to any
persons, property or the general welfare by reason of excessive production of
traffic, noise, smoke, fumes, glare or odors;
Staff finds that the proposed subdivision will not create excessive lraffic, noise or
other nuisances that would be detrimental to the general welfare of the
surrounding area.
J. Will the area have vehicular approaches to the property which shall be so
designed as not to create an interference with traffic on surrounding public
streets;
Staff finds that the subdivision's vehicular approach off of Meridian Road will
create new interference with the existing traffic on Black Cat Road, however staff
does not believe that the subdivision entrance will cause significant inlerference
on the surrounding public streets.
Please review ACHD comments concerning vehicular approaches and traffic
generation. ACHD has required lhat lhe northern entrance into the subdivision
(Gillette Street), be moved to lhe south to accommodate ACHD policies. The
applicant will be required to revise the site plan to accommodate this change.
K. Will not result in the destruction, loss or damage of a natural or scenic
feature of major importance; and
Staff finds that no natural or scenic features of major importance will be losl or
damaged by approving the annexation and re-zone. Any existing trees larger than
4" caliper that are removed shall be mitigated for, per the Landscape Ordinance.
L. Is the proposed zoning amendment in the best interest of the City of
Meridian. (Ord. 592, 11-17-1992)"
Staff finds that the annexation of this property would be in the best interest of
the City.
ANEXATION AND ZONING COMMENTS

2. Any eXlstlOg domestic wells and/or septic systems within this projecl will have to be
removed from their domestic service, per City Ordinance Section 5-7-517, when services
are available from the City of Meridian. Wells may be used for non-domestic purposes
such as landscape irrigation.
PRELIMINARY PLAT FINDINGS AND REOUIREMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance of a proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least tbe
following:
a. The conformance of the subdivision with the Comprehensive Development Plan;
Staff finds the subdivision to be in conformance with the Comprehensive Plan.
b. The availability of public services to accommodate the proposed development;
Although still under investigation, staff finds that sanitary sewer service should be
available to the lots within the proposed subdivision. Sanitary sewer service to this site
will be via a lemporary lift station within the Blackslone Subdivision. This station
pumps 10 an existing gravity sewer main localed in Black Cal Road, that then flows to
the Ashford Greens lift station. The Blackstone lift station shall upgraded or modified,
at this developers expense, to the City of Meridian's standards and specifications. The
applicanl will be responsible to construct laleral sewer mains to and througb this
proposed development. Subdivision designer to coordinate main sizing and rouling with
the Public Works Department. This developmenl shall be subject to the Ashford
Greens sewer lalecomers fees. Black Cat lrunk development fee of $1.500.00 per
dwelling unil shall also be assessed againsl this development. Payment of the trunk
development fees and latecomer fees are required prior to signature on the final plat
map by the City Engineer. Water service shall be from mains inslalled adjacent to the
pro j ecl site.
c. The continuity of the proposed development with the capital improvement
program;
Staff flOds that the subdivision will not require the expenditure of capilal improvement
funds.
d. The public financial capability of supporting services for the proposed
development;
Staff finds that the development will not reqUire major expenditures for providing
supporting services.

e. Tbe otber bealtb, safety or environmental problems tbat may be brougbt to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Council or Commission's
attention.
ADDITIONAL CONSIDERATIONS
Block Length: The proposed subdivision contains a number of block lengths that exceed the
Cily's maximum 1,000 foot block length, however due to the adjacent development's block
length and the Kennedy Lateral, staff supports lhe applicant's proposed block lengths in excess
of 1,000 feet.
Open Space Fencing: The Landscape Ordinance requires that fencing adjacent to pathways
leading to open spaces to be limited to four feet in heighl, if sighl obscuring, but does not address
the issue of fencing surrounding open spaces. The Planning and Zoning Commission and/or City
Council may desire to limit the height of fencing adjacent to common open space lots as well.
SITE SPECIFIC COMMENTS / PRELIMINARY PLAT
1. Water service 10 lhis site shall be via main line exlensions from the existing mains
adjacent to the property. The applicanl shall be required 10 extend water mains to and
through the proposed development, thereby making them available to the adjacent
properties (Stub streets, and El Gato Road).
2. Although still under invesligation, staff finds that sanilary sewer service should be
available to the lots within the proposed subdivision. Sanilary sewer service to this site
will be via a temporary lift station within the Blackstone Subdivision. This station pumps
to an existing gravity sewer main located in Black Cat Road, that then flows to the
Ashford Greens lift station. The Blackslone lift station shall upgraded or modified, at this
developers expense, to the City of Meridian's standards and specifications. The applicant
will be responsible to construct lateral sewer mains to and through this proposed
development. Subdivision designer 10 coordinale main sizing and routing with the Public
Works Department. This development shall be subject to the Ashford Greens sewer
latecomers fees. Black Cat trunk development fee of $1,500.00 per dwelling unit shall
also be assessed against this development. Payment of the trunk development fees and
latecomer fees are required prior to signature on the final plat map by the Cily Engineer.
3. Underground year-round pressurized irrigation must be provided to aliI ots within this
development. If the pressurized irrigation system within this development is to remain a
private Homeowners Association system, complete plans and specifications shall be
reviewed by the Public Works Department as part of the development plan review
process. A draft copy of the pressurized irrigalion system O&M manual must be
submitted prior to plan approval. The Cily of Meridian requires that pressurized
irrigation systems be supplied by a year-round source of water. Applicanl shall be
required to utilize any existing surface or well water for the primary source. If a surface

or well source is nol available, a single-point connection 10 I hc culinary water sy Slem
shall be required. If a single-poinl connection is utilized, the developer shall be
responsible for the payment of assessments for the common areas prior to signature on
the final plat by the Meridian City Engineer.
4. A detailed fencing plan shall be submitted upon application of the final plat. Fencing
adjacent to the micro-palh shall be constructed by the developer, in accordance wi th the
Landscape Ordinance (MCCI2-13-15-9). A solid fence shall be required arolilld the
perimeter of the subdivision unless the City agrees in writing that such a fence is n 01
required. Fencing adjacent to the Kennedy Lateral shall be open vision and non-
combustible.
5. Any tree over 4" in caliper that is removed from the property shall be replaced by
installing additional trees, being the equivalent number 0 f caliper inches 0 f trees I hat
were removed. Required landscaping trees will nol be considered as replacement trees for
those trees that have to be removed.
6. Add or revise the following preliminary pial notes:

otherwise shown.

9. The applicant shall provide a phasing plan for the subdivision at least ten (10) days prior
to the next public hearing for this project.
10. Any drainage areas (detension/retension basins) musl be designed to ensure that water is
relained only during 25-year slorm evenls, and for a period of time nol to cxceed 24
hours. Side slopes within drainage areas shall not exceed 3 :1.
II. A detailed landscape, in compliance with the landscape ordinance shall be submitted lor
the subdivision at least ten days prior to the nexl public hearing for lhis project.
12. Graphically depict the FEMA flood plain boundary adjacent to lhe Ten Mile Creek. Note
restrictions associated with the flood zone on the face ofthe preliminary plat.
13. Sanitary sewer shall be exlended to EI Gato Road from Biltmore Avenue.

14. Lot I, Block 8 does not meet the minimum street frontage requirement on the Gillette
Street frontage. Either adjust the lot fronlage to confonn to the minimum 81J-1()1l1
frontage, or place an arrow on the lot to signify the fronl of the lot/house towards
Golfview Way.
IS. The landscape plan shall be coordinated with the Public Works Department For the
common areas adjacent to Black Cal Road, due to lhe location of the temporary sanitary
sewer maills.
16. Revise the preliminary plat to provide a 300' offset from the northem subdivision
entrance (Gillette Street) and the soulhem Corral Creek Subdivision. per ACHD
requirements.
17. Revise the preliminary plat to show the required 40' of roadway on EI Gato Road per
ACHD requirements.
18. A revised preliminary plat shall be submitted at least 10 days prior to lhe next public
hearing for this project.
GENERAL COMMENTS
1. Please submit a copy of the Ada County Slreet Name Committee's approval letter for the
subdivision name, and the lot and block numbering. Make any corrections necessary to
conform.
2. Coordinate fire hydrant placement with the City of Meridian Public Works Department.
3. A letter of credit or cash surety in the amount of 110% will be required for all fencing,
landscaping, pressurized irrigalion, sanitary sewer, waler, etc., prior to signature on the
final plat.
4. Two-hundred, and one-hundred-watt, high-pressure sodium streetlights will be required
at locations designated by the Public Works Department. All streetlights shall be installed
at subdivider's expense. Typical locations are al slreet intersections and/or tire hydrants.
5. All irrigation dilches, laterals or canals, exclusive of natural waterways, intersecting,
crossing or lying adjacent and contiguous to the area being subdivided shall be tiled per
City Ordinance 12-4-13. The ditches to be piped should be shown on the site plans.
Plans will need to be approved by the appropriale irrigation/drainage district, or laleral
users association, with written confirmalion of said approval submitted to the Public
Works Department.
COMPREHENSIVE PLAN POLICIES
The subjecl property is localed in an area designaled as Mixed Residential in the Meridian
Comprehensive Plan. The 1993 Comprehensive Plan contains a variety of goals and policies

The following will be the requirements and/or concerns to provide minimum levels of fITe protection for
the proposed proj ect:
1. One and two family dwellings will require a fITe-flow of 1,000 gallons per minute available for a
d1i!1"a,1ion of 2 hours to service the entire project. Fire hydrants shall be placed an average of 400' apart.

2. Operational fITe hydrants and temporary or permanent street signs are required before

3, Acceptance of the water supply for fire protection will be by the Meridian
Watet Deparlment.
4. Final Approval of the fire hydranllocations shall be by the Meridian Fire Department.
5. All radii shall be 28' inside and 48' outside radius for all internal roads.
6. Insure tha.t all yet undeveloped parcels are ma.inta.ined free of combustible vegetation per
section 1103.2.4 of the Uniform Fire Code.
7. The roadways shall be bnilt to Ada County Highway Standards with a minimum clear streel

The Meridian School District has experienced phenomenal student growth the last ten
years. The higl1 schools, middle schools, and elementary schools througl1out the district
are operating over capacity.
Approval of Castlebrook Subdivision will have a significant impact on school
enrollments at Chaparral Elementary. Meridian Middle. and Meridian High School.
We can predict that these homes, when completed, will house thirty-six (36) elementary
aged children, thirty-three (33) middle school aged children, and twenty-five (25) senior
higl1 aged students. Additional students will further compound the current overcrowded
situation. Residents cannot be assured of attending the neigl1borhood school, as it may be
necessary to bus students to other schools across the district.
School capacity is addressed in Idaho Code 67-6508. The Meridian School District is
currently operating beyond capacity. Future development will continue to have an impact

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing groundwater and surface water degradation. Manuals that could
