The Regular Meeting of the Meridian City Council was called to order by Mayor Grant
P. Kingsford at 7:30 P.M.:
Members Present: Ron Tolsma, Bert Myers, Bob Giesler, Max Yerrington:
Others Present: Bob Maxey, Harold Watson, K. Buemeler, Moe Alidjani, Gary Smith, Bill

MINUTES OF THE PREVIOUS MEETING HELD MAY 7, 1991:
The Motion was made by Tolsma and seconded by Myers to approve the minutes of the previous
meeting held May 7, 1991 as written:

MINUTES OF THE SPECIAL "WORKSHOP MEETING HELD APRIL 30, 1991:
The Motion was made by Myers and seconded by Tolsma to approve of the minutes of the
Special Workshop held April 30, 1991 as written:

Kingsford: Read Proclamation declaring Poppy Weekend May 25-27, 1991:
#1: REQUEST FOR CONDITIONAL USE PERMIT BY THE UNITED METHODIST CHURCH: PROPERTY LCCATED
IN THE OLD TOWN ZONING:
Kingsford: Is there anyone from the church here to address the Council?
Bob Maxey: I am the architect involved with the Meridian Methodist Church for this
structure, it is immediately behind their existing church. If there is any questions
about this project I will be very happy to answer them.
Giesler: There was some concern regarding the parking could you explain a little about
that.
Maxey: I was in attendance at that meeting and I think the main concern was with a
lady that lives accross from the church. She has a little problem with cars parking
in front of her house on Sunday mornings. The members of the church did meet with
her immediately after that meeting and made the committment to her that they would
make every effort to see that it did not happen again. We would like to get the medical
clinic property to have some additional parking, but at this time the church can not
afford it.
Kingsford: I really feel the major concern would be on Sundays.

Permit.

#2: AUTHORIZE MAYOR & CITY CLERK 'IO EXECUTE LATE COMER'S AGREEMENT WITH INTERWEST
DEVELOPMENT CORPORATION:
The Motion was made by Tolsma and seconded by Myers to authorize the Mayor & City Clerk
to execute Late Comer's Agreement with Interwest Development Corporation:

#3: DISCUSSION ON NEW TYPE TRASH CONTAINERS:
Kingsford: We have had no response at all at City Hall.
Alidjani: I had 15 to 20 calls not recently, but the calls I receive were asking us
to supply the cans.
Tolsma: How many customers would that entail out there?
Alidjani: Total or the ones that have called me?
Tolsma: The ones that would like to have them.
Alidjani: About 20 and those are ones that have seen it or have used it.
Kingsford: We could try it on a voluntary basis like Moe suggested.
Discussion held on putting a flyer in with the water bills.

Alidjani: I want the Council to know that if there ~s not enough interest then I am
not going to even order the equipment.
Yerrington:
What color are you thinking about?
Alidjani:

There is fifteen colors, the dealer suggests either green or black because
obsorb the heat and cold, they last longer.
#4: COVENANTS FOR CHATEAU MEADOWS EAST SUBDIVISION #4:
The Motion was made by Myers and seconded by Yerrington to approve of the Covenants
conditioned upon the Engineer's and Attorney's approval.

#5: DEPARTMENT REPORTS:
Kingsford: Department heads need to be working on their budgets.
Eng. Smith: Well #12 should be on line Thursday.
Kingsford: Police Department?
Chief Gordon: On March 15th it is my 2 year anniversary, and I just recently completed
my first project, and that was re-writing the Department Policy and Procedure Manual
and also combining the City employees manual into the police policy and procedures
manual. I would like approval from the Council & Mayor to approve the manual for the
law enforcement section. I have had the City Attorney and Police Commissioner Giesler
review this and have made the recommended changes.
The Motion was made by Giesler and seconded by Myers to approve the new policy manual.

Chief Gordon: The second item I have is an idea that our Ordinance Officer brought
up and that is to allow the veterinary clinics sell the dog licenses. I would like
Council's approval for the three clinics in town to be able to sell these licenses.
Kingsford: It would be my recommendation to the Council to approve of this.
Atty Crookston: lid like to take a look at this.

Kingsford: We were successful in getting additional money for the 1st Street project.
Also someone from each jurisdiction needs to be appointed hazardous waste coordinator.
lid like the Council's approval to appoint Kenny if that should that be the most prudent
manner.
The Motion was made by Myers and seconded by Yerrington to allow the Mayor to appoint
the Fire Chief in the event that that is the most prudent course to handle hazardous waste

The Motion was made by Myers and seconded by Tolsma to approve the bid from Graybar
subject to the bid on the rest coming in as we expect.

RESOLUTION NO. 139
A RESOLUTION PROCLAIMING A GENERAL CITY ELECTION, TO
NOVEMBER 5~ 1~91. DESIGNATING THE FOLLOWING PLACES~
THE REGISTRAR AND DEPUTY REGISTRARS, AND ORDERING THE
TO GIVE NOTICE OF SUCH ELECTION.

BE IT RESOLVED BY THE MAVOR AND COUNCIL OF THE CITY OF
MERIDIAN, IDAHO THAT:
SECTION 1. 1he general City Election wlll be held in and
for the City of Meridian on the 5th day of November 1991, at
which time there will be elected a Mayor and two Councilmen Seat
*1 and Seat #3 to serve for a term of four years, or until the
election and qualification of their successors.
SECTION 2. lhe following are designated as the polling
places for such election:
FOR THE FIRST PRECINCT: Meridian City Hall
FOR THE SECOND PRECINCT: American LeQion Hall
SECTION 3: That Jack Niemann, City Clerk, is hereby
designated as Registrar and the following as Deputy Registrar:
Marilyn LeGrand.
SECTION 4: The Clerk, for and on behalf of the Mayor and
Councll, shall give public notice of the time and place of
holding such general City Election by posting such notice in
three public places or publishing such notice in at least two
issues of the Valley News, a newspaper printed and published
in the City of Meridian, Idaho, the first publication of such
notice to be made not less than 4~ days previous to the date of
such City election and the last publication not less than 15 days
prior to the election; the notice so published shall state the
places of registration and the name of the Registrar and the
Deputy Registrar, and the requirements for registration of
electors at such city and such other information as may be
necessary to give full facts of such election and registration;
said notice to contain such information in accordance with the
requirements of Section 50-436 of the Idaho Code.

PROCLAMATION
WHEREAS, motor vehicle crashes are the leading cause of
death for people between the ages of 6 and 34 in the United
States and were responsible for more than 50,000 deaths in 1980
and 45,555 deaths in 1989; and
WHEREAS, mot or veh ic 1 e crashes are the 1 ead i ng' trauma-
related cause of spinal cord injuries, epilepsy, and mental
retardation and result in an excess of $74 billion of economic
losses each year to the nation; and
WHEREAS, when used, lap and shoulder safety belts can reduce
the risk of fatal or serious occupant injury by between 40 and 55
percent and, along with child safety seats, are known to be one
of the best defenses against the drunk and drugged driver; and
WHEREAS, thirty-seven states
have safety belt use laws and all
of Columbia have enacted laws
passenger safety systems; and
and the District of Columbia
fifty states and the District
requiring the use of child
WHEREAS, Buckle Up America Week is a nationwide challenge
giving communities and organizations a unique opportunity to
increase the correct use of safety belts and child safety seats
by focusing public attention on the lifesaving benefits of these
systems, including automatic belt systems and air bags; and
WHEREAS, it is appropriate to set aside a special time to
call upon all citizens to establish a goal of always buckling up
when traveling in motor vehicles;
NOW, THEREFORE, I, GRANT P. KINGSFORD, Mayor of the City of
Meridian do hereby proclaim the week of May 20 through 27, 1991,

PROCLAMATION
WHEREAS, our children are the most important asset of our
community and they receive a great deal of their guidance during
attendance at school; and
WHEREAS, Joint School District No.2, our school district, is a
major employer in our community, and
WHEREAS, the businesses of our community contribute greatly
to our schools and school activities in time, money, loan of
employees! and general support; and
WHEREAS! the schools! the teachers! the school administrators,
and the individuals and businesses who give so much to our schools
are a significant factor in providing the quality of life we and
our children enjoy; and
WHEREAS, our schools and every person associated therewith,
provide a positive impact on our community; and
WHEREAS! it is important that the schools, teachers! administration,
and contributing individuals and businesses receive recognition for
their effort,
I! Grant Kingsford! Mayor of the City of Meridian, do hereby proclaim
