Jon,
The City of Meridian has requested a pedestrian crossing at Ustick & Venable on their IFYWP request list this year. Not a
signalized intersection. It was their #8 ‘new request’ and their #24 ‘overall request’.
We did include this intersection in our scoping effort this year and a traffic analysis will be forth coming.

Thank you for getting back to me so quickly. Since you will review it, I won’t make a call today.
As it relates to the timing of the signal based on warrants, we understand that, and also understand the prioritization of
projects within the IFYWP (just can’t add them without thorough consideration). There was some discussion last night
by the Mayor and Council regarding this. I do not believe the Venable / Ustick signal is within Meridian’s request. But
the Council did mention that ACHD is currently taking comments on the IFYWP and the public can participate in that
process.
With that stated, we’ve committed to opening the dialog with ACHD to determine if the intersection could be modified
sooner than later in anticipation of a signal (in the future). Much appreciated.

We will review the proposed intersection configuration and follow up with you.
ACHD ran a signal warrant analysis for the Venable/Ustick intersection in October of 2021 and based on existing
conditions a signal was not warranted. A signal in this location may be placed in the IFYWP at sometime in the future,
however, it is not included in the current DRAFT IFYWP which can be viewed at the link below.

We can’t just “add” projects to the IFYWP though development. Those projects go through a robust review and
prioritization process with formal requests from the cities for their priority projects. I will check with P & P to see if this
intersection was included as part of Meridian’s request.

We have been at Meridian City Council tonight. There is an ongoing question about the configuration of the southbound
Venable at Ustick. Meridian City would like us to communicate back with you. Specifically, Meridian would like to see
an expanded intersection. As it is currently designed, we’ve tied into the existing curb return at Ustick. Here is a snip of
the intersection today and a screenshot of the approved plans that comply with the ACHD staff report.

Meridian City did approve the CUP and Prelim / Final Plat at tonight’s hearing. However, Meridian City Council has made
two (2) requests, and I’ve committed to bring them to you:
1. Can the design of Venable be reconfigured to include southbound lanes for right turn AND Left turn / Through,
and a northbound? More specifically, can 3 lanes be built at this intersection on the northside of Ustick? Could
this be widened at this point in time ahead of any signal project?
2. What is the timing of or warrants for a signal to occur at this intersection of Ustick and Venable? Is there an
opportunity to include this in ACHD’s 5 Year IFYWP (sooner than later)?
I will follow-up with a call tomorrow, but wanted to document the City’s comments so you had some background ahead
of my call. Sonya Allen and Bill Parsons were at the hearing, and can provide context, if desired. Thanks.

As a follow up to our conversation yesterday regarding the roundabout at the Venable/Ustick intersection; ACHD
approved the Summertown Apartments back in 2019 (MER17-0076/A-2019-0118) and recommended that “the MSM be
modified to remove the roundabout from the map because the southwest and northeast quadrants of the intersection
were developed prior to the adoption of the MSM and did not dedicate right-of-way to allow for the future construction
of the roundabout.”
Additionally, the ACHD staff report for Summertown Apartments (attached) does not require them to dedicate
additional right-of-way for a roundabout.
Will you please clarify and/or modify the staff report for our project in regards to the requirement for additional right-
of-way for the roundabout?
