HomeMy WebLinkAboutPZ - Narrative Narrative -Village Leadership Academy The Village Leadership Academy, a K-8 Public Charter School, is seeking to lease the property on 3006 Goldstone Drive, Meridian, ID 83642. The school will operate on Monday through Thursday from 8:00 AM to 4:00 PM. The impact on vehicular, bicycle, and pedestrian volumes are as follows: At this time, the school does not utilize school busses for transportation. This is in the long term plans for the school, which would reduce traffic flow to the school during pickup and drop off times. Vehicle volume will increase by approximately 200 vehicles each day, Monday through Thursday at 8:00 AM and again at 4:00 PM. This is at pickup and drop-off times for the school. At each time of the day, vehicles occupy the surrounding area for approximately 15-20 minutes, with pickup being the most impacted time due to parents waiting for dismissal. Drop-off times are significantly less impacted as vehicles can enter, drop off students, and leave without much delay. Traffic Flow Plan: The school will educate families on a traffic flow pattern through the parking lot to create a safe and orderly flow of traffic during pickup and drop off times. This will not require any changes to the current available traffic flow through the parking lot, allowing two way traffic at all times. The traffic flow plan will ask families to enter the parking lot at the north, accessed through the parking lot north of the school off of Eagle Road. Traffic will flow south and exit onto Goldstone Drive, preferably heading west on Goldstone Drive. Families will be discouraged from entering the parking lot of Chevron and Jack in the Box immediately east of the property. With approval from Idaho Virtual Academy, traffic could be routed around the north and west side of Idaho Virtual Academy to further reduce impact. The area immediately adjacent to 3006 Goldstone has a common area walking path that extends from Goldstone Drive north to Tarpon Drive. This could create a potential reduction in vehicle traffic through the Goldstone property if vehicles drop off students along the walking path or in the lot at 3085 E Tarpon Drive. This would only be available if agreed upon by neighboring property owners and/or businesses in the area. Pedestrian Plan Pedestrian and bicycle traffic is anticipated to be minimal. A majority of the potential and current enrollment at the school is commuter traffic and not pedestrian. The location of 3006 Goldstone is also situated in an area will limited housing, reducing the potential increase in pedestrian traffic in the area. It is not anticipated that students will have to cross any streets to and from the school. Crossing Guard Plan School Safety Aides will be stationed around the building and on the walking path adjacent to the property to ensure the safety of students during pickup and drop-off times. Adequate street crossing and traffic signals exist at the intersection of Goldstone Drive and Eagle Road, as well as the intersection of Goldstone Drive and Copper Point Drive. If students to the south and west of Copper Point Drive enroll in the school, creating more pedestrian traffic, crossing guards will be stationed at Goldstone Drive and Eagle Road.
