To whom it may concern, Thank you for this opportunity to voice my concern regarding the plan to build the Stapleton Apartments. I am a resident of Oakwood Estates; I moved into this neighborhood in 2020, but I have been an Ada County resident for over 25 years. I realize there is a huge need for multifamily housing options in Meridian, but I am greatly concerned about the impact that the Stapleton Apartments could bring to this neighborhood. Since there is not a plan to install a traffic light at the intersection of Harris Road and Meridian Road, that usually forces traffic from the new developments south of Harris Road onto South Kentucky Way. The traffic then works it way though Oakwood Estates and then through the neighboring Kentucky Ridge Estates. There are two neighborhood parks directly on this route, often used by the neighborhood families and their pets. As a resident directly living on Kentucky Way, I can attest that number and speed of cars along this route has increased at an alarming rate. I’m concerned for the safety of the residents of this area for several reasons. First, many drivers try and make a left hand turn from Harris Road onto Meridian Road. This is area of Meridian Road has a speed limit of 55mph, and it’s well documented how the traffic on this main artery (Meridian Road) has increased in the last few years. This is a dangerous maneuver for any driver, and without a traffic light, there will most likely be an increased number of accidents at this intersection with the increased number of cars within this area. Second, if drivers want an alternative route to the above mentioned left hand turn, they use Kentucky Way until it meets Victory Road. While the speed limit in this neighborhood is 25 mph, I often witness cars traveling at a high rate of speed (probably around 40-45mph). Keep in mind that they are racing past two parks, often filled with young kids, at all hours of the day. During the school year, there are also several bus stops right on Kentucky Way. Again, I know that there is a need for apartments in Meridian, I ask that you delay in approving the Stapleton Apartments development. If you are going to approve an apartment complex in this neighborhood, then please try and be proactive about the impact this will have in a neighborhood filled with single family homes. A traffic light at Harris Road would be a wonderful solution, but also adding speed bumps to most of South Kentucky Way would also be a great addition. A simple speed limit sign does not cut it. Actual, physical speed deterrents are desperately needed in this neighborhood. (I have filled out a request for speed bumps, but did not hear back about my request.) Thank you for allowing me to express my opinion about the Stapleton Apartments development; this is the first time I have ever provided public testimony about a project. If a traffic light will not be approved at Harris Road, I strongly suggest that you postpone these apartments until it is installed. Sincerely, Stacy Cable 1
