Meridian, Idaho 83642 CSHQA Project No. 22229.000 Dear Planning Division, The proposed Development Agreement Modification (MDA) request is to update the current Development Agreement for Linder Village, specifically, for Linder Village West Lot 1 BLK 1, Lot 2 BLK 1 , Linder Village Lot 12 BLK 1, Lot 13 BLK 1 and Linder Village South Lot 1 BLK 1, Lot 1 BLK 1, Lot 3 BLK 1 and Lot 4 BLK 1, located within the Orchard Park Development at the corner of Linder and Chinden, in the Linder Village subdivision. Lot 1 parcels are R52625010020 and R5262510040, Lot 12 parcel is R5262501200, Lot 13 parcel is R5262501300, and Lot 14 parcels are R5262520020, R5262520040, R5262550060, and R5262520080;4N1W25 Township/Range/Section. The current Exhibit A.3: Use Area Plan dated 05/31/23 designates Lot 14 as a Specialty Retail, Restaurants & Financial use. This MDA requests to update the building footprints from four (4) centralized two (2) story buildings, to eight (8) single story buildings strategically placed to allow for safe pedestrian circulation.We propose to remove the vehicular street and parallel parking bisecting the site,north/south to create a pedestrian only plaza. The use of these eight (8) buildings is proposed to be Specialty Retail/Health & Beauty/Restaurants,which is allowed under the current Development Agreement. This MDA also requests updating the three (3) mid-anchor buildings' footprints on Lot 14 for Entertainment/Soft Goods to one (1) vertically integrated multi-level multi-tenant building. The building use is proposed to be Entertainment/Retail/Restaurants/Soft Goods which is allowed under the current Development Agreement. This MDA request is to allow for the future development of mixed-use multi-family and residential uses [in addition to the previously planned and approved office and retail uses] on lots 12 & 13. Per the City of Meridian Code, Table 11-213-2, Multifamily developments are allowed with a Conditional Use Permit within the C-C Community Business District. The proposed multi-family building footprint is preliminary and subject to change and future agency approval. people who listen • design that speaks Eeo/AAW/Vets/oisabled an employee-owned company City of Meridian Page 2 June 27, 2023 Lastly, current Exhibit A.6: Phasing Plan (dated 03/19/23) designates Lot 1 Block 2 south of West Plaza Shops Drive as part of the Phase I improvements however this MDA request to include the development of the 2-acre park as a requirement with the first phase of the residential development. The original Development Agreement is as follows: • Development Agreement—Linder Village(AZ,PP,VAR(H-2017-0088))dated 04/02/2019.(Original Agreement). • Council Approval of the Development Agreement dated 04/09/2019. • Recorded Instrument Number of Development Agreement#2019-028376, dated 04/10/2019. • Annexation Ordinance#19-1821. • MDA H-2021-0034 dated 06/15/2021. The proposed changes still provide the following to the development: • Increased number of Building Footprints on Lot 14. • Required parking for site users. • Required overall concept site plan, Exhibit A.2: Concept Site Plan dated 03/29/23. • Required overall site use area plan, Exhibit A.3: Use Area Plan dated 05/31/23. • Required pedestrian access across the plaza through the site, Exhibit A.4: Site Circulation Plan dated 03/29/23. • Required overall phasing plan, Exhibit A.6: Phasing Plan dated 03/29/23. • Required Open Space, Exhibit A.B: Open Space Plan dated 03/29/23.
