We moved here to Idaho from California because of the degradation of our neighborhood and surrounding community and it breaks my heart to see the same thing happening here. We lived in a nice, safe, family-oriented neighborhood, just like Paramount, and within 2 years it developed a homeless encampment and the associated desperate crimes related to addiction. Non-resident cars and RV's camped overnight and sped through the residential areas evading police. It was unsafe to go out after dark or allow the children to play outside. The schools suffered equally with violence and drugs. This Conditional Use Permit request is exactly how it begins. Please wholeheartedly consider the word TRANSIENT as the nature of all of this and the destruction of our communities in the process. Let's count the TRANSIENTS: 1. The builder is not invested in our community. Ultimately, they make their profit and are on to the next project. 2. The people who would visit a large entertainment venue have no investment or attachment to the surrounding community. They revel, intoxicate, and leave the venue trashed. 3. The residents of an apartment complex have no investment in, nor care for, the state of the apartment complex or its impact on the surrounding community. Especially, those who are being housed under state assistance. Not to mention, the crimes of desperation that follow the addictions, prevent employment, and put them in need of assistance. All of these people are TRANSIENT, and TRANSIENT equals TRASHED. I am speaking from experience and common sense. The only people who truly care about this neighborhood, this community, and keeping Idaho, Idaho, are residents and homeowners. Residents an homeowners are invested. They don't trash their properties, they maintain them. However, we can only do that with YOUR HELP. We can only do that by educating, voting, and counting on you to do the right thing, advocate for us, your constituents, and be as invested in this community as we are. As an RN, I have another analogy for you... Travel Nurses are TRANSIENT. You know exactly what impact that has on your healthcare. Safe or unsafe, skilled or unskilled, they make their money and leave, often 3x the pay of the invested hospital staff doing the same work. This in turn causes resentment among the invested staff nurses who leave, causing the need for more TRANSIENT Travel Nurses and the further degradation of your healthcare system. If you allow the interests of TRANSIENTS to take over, you have lost Idaho, embraced California, and will see the destruction of this beautiful state first hand. Please do not approve the Conditional Use Permit. If current zoning dictates multi-family housing, then please require builders to submit DETAILED plans for 1or 2 story residences which match the scale, existing infrastructure, and family nature of the community. Please insist on the expectation that these dwellings will be inhabited by OWNERS. Please insist on commercial development that supports the interests of the community and it's residents, NOT TRANSIENTS. I am writing sincerely, in the hopes of preserving our community and what makes Idaho, Idaho. Patricia Van Dyke
