RE: Comprehensive Plan Policy Updates
It was June of 2020 when the last text amendment to the policies of the Comprehensive Plan
were made. The last update prioritized all of the policies and assigned lead Departments for each
policy; neither of which were included in the original 2019 Comprehensive Plan. Following an
update with City Council on the progress of high and very high priority policies during the May
2nd, 2023 workshop, this amendment proposed 50 text changes to the policies of the
Comprehensive Plan. These are the same changes proposed to City Council previously, except
that several additional policies are proposed to be assigned from Community Development (CD)
to Economic Development(ED) and in coordination with ED staff, or after discussion with the
City Council.
Revisions are primarily to the priority of the policies, minor grammar corrections to the text of
the policies, or to reflect tense of the activity. This amendment does not include changes to the
general text of the plan, does not add or remove any policies, and does not include any map
changes to the Future Land Use Map (Map).
Proposed revisions are shown in stfike thfough(remove) and underline (addition) format. The
complete list of policies including all Goals, Objectives, and Action items can be found at:

Staff is recommending approval of these changes to maintain the Comp Plan as a living
document, and for transparency. Staff will also be touching on some related Comprehensive Plan
work, including future text and Map amendments. Please feel free to reach out to staff if you
have any questions regarding the adopted Comprehensive Plan.
