Land Use The Land Use Map of the Meridian Comprehensive Plan,as adopted by Ada County,designates the property as Mixed Employment within the Ten Mile Interchange Specific Area (Ten Mile SAP), which allows for a diversity of land uses such as office, research and development, light industrial, and low-density suburban-style developments. As such, the proposed industrial warehouse and self-storage units are compatible with the adopted Land Use Map. Comprehensive Plan Goals and Policies Ada County is not in support of the application due to the fact that the proposed development is not providing for a mix of uses as supported by the City of Meridian's Comprehensive Plan and the City's Ten Mile SAP as follows: Goal 3.06.00: Ensure a variety and balance of land uses within the Area of City Impact. Goal 3.06.02B:Encourage and support mixed-use areas that provide the benefits of being able to live, shop, dine, play, and work in close proximity, thereby reducing vehicle trips, and enhancing overall livability and sustainability. Ten Mile SAP: For the purposes of the Ten Mile Interchange Specific Area Plan, mixed use is defined as development that fits the following three criteria that distinguish it from a multi-use development: • A development with three or more significant income producing uses • A development with significant functional and physical integration • A development in conformance with a coherent plan Ada County is in support of the application as the proposed development includes a future access to the south and right-of-way dedication for a future east/west collector street, which is supported by the City of Meridian's Comprehensive Plan and the City's Ten Mile Interchange Specific Area Plan. These plans encourage developments to include multimodal connectivity and transit-oriented goals as follows: Goal CC2.1 (a): Develop a street network that interconnects and distributes vehicle, bicycle, and pedestrian traffic to multiple streets. Principle GDP-N.1(a): Provide a continuous network of sidewalks, bicycle, and pedestrian paths, and roadways to connect different areas of neighborhoods. Goal SW-C1.2:Particular attention should be paid to new development to ensure compatibility with existing development including street system interconnections. Goal SW-C2:Improve street system connectivity. Ada County is in support of the application as the proposed industrial use is close the state interstate, I-84, and the future extension of the state highway, SH-16. The City of Meridian's Comprehensive Plan and the City's Ten Mile Interchange Specific Area Plan does encourage industrial use development as follows: Goal 3.06.02D: Plan for industrial areas with convenient access to state highways or the rail corridor, where appropriate.
