HomeMy WebLinkAbout2023-04-21 Ada County Development ADA COUNTY 40 DEVELOPMENT SERVICES 200 W.FRONT STREET,BOISE,IDAHO 83702-7300 PHONE(208)287-7900 https://adacounty.id.aov/developmentservices FAX(208)287-7909 BUILDING COMMUNITY PLANNING ENGINEERING & SURVEYING PERMITTING April 21, 2023 Stacy Hersh Meridian City Planning Department 33 E Broadway Avenue #102 Meridian, ID 83642 RE: H-2023-0004/Parcels #S 1130110081 and S 1130110101 /Compass Pointe Subdivision Stacy, The City of Meridian has requested feedback regarding the proposed annexation with zoning of R-8 (Medium density Residential) and a preliminary plat for the Compass Pointe Subdivision, which will consist of 21 detached single-family homes on 7.69-acres generally located on the SWC of Victory Road and Locust Grove Road, specifically on Parcels S 1130110081 and S 1130110101, within the City's Area of City Impact. Ada County is supportive of the application due to the proximity of the site to existing public services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development to occur at urban densities within Areas of City Impact where public facilities are available. As the Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County,designates the site as Medium Density Residential, which is primarily intended for single-family homes at densities of three to eight dwelling units per acre, the proposed zoning of R-8 (Medium density Residential) is compatible with the comprehensive plan. The layout of the development also complies with many of the goals of the Meridian Comprehensive Plan. The proposal to include a gazebo, picnic area, plaza, a pickleball court and a dog park,is supported by Goal 3.07.02A of the Meridian Comprehensive Plan, as adopted by Ada County, which encourages usable open space be incorporated into new residential subdivisions, and Goal 2.01.01 B, which encourages opportunities for physical activity to be provided with new development. The proposal to provide landscaping and buffering along Victory Road and Locust Grove Road is supported by Goal 3.07.01 C, which requires appropriate landscaping, buffers, and noise mitigation with new development along transportation corridors (setback, vegetation, low walls, berms, etc.). The proposal to construct a bus stop adjacent to the site is supported by Goal 3.03.04C, which encourages ensuring that county enclaves provide necessary urban-level transportation and utility infrastructure as part of the annexation process.
