Outstanding Issues before Council: none known. Applicant Provided Written Agreement with Conditions: Yes-applicant will not be here tonight but asb; that you approve the final plat Project: Madelynn Estates (tka Basin Creek) Location: Locust Grove Y2 mile south of Chinden Zone: R-4 Buildable lots: 88 Acres: 29.7 Gross Residential Density: 2.96 Net Residential Density: 4.13 Staff Recommendation: Approval; the final plat substantially complies with approved preliminary plat. Outstanding Issues before Council: Applicant proposes to remove the roadway islands in response to Condition 9: "No manholes or water valves shall be allowed to be placed in the landscape islands. If sewer or water mains are to be routed underneath them, then no trees will be allowed in the islands. The applicant shall coordinate with the Planning Department to meet this condition while still complying with all City Ordinance regarding landscaping." The applicant's response was to remove the landscape island. THIS WOULD NOT BE CONSISTENT WITH THE APPROVED PRELIMINARY PLAT. Staff recommends that the accommodate the PW condition by installing additional manholes and valves. Staff Recommendation: Approval; the fmal plat substantially complies with approved preliminary plat. Outstanding Issues before Council: Mr. Stevenson has raised several concerns and will likely want to comment this evening if Council chooses to let him testify.
