Good morning, Mayor Simison and Meridian City Council Members,
Thank you again to those who we met with over the last two months. We feel very fortunate to have had the
opportunity to talk with you about your concerns and ideas of improvement for our potential River Valley Phase 3
Project. As you know our goal is to work closely with city officials to make a practical and pleasant self-sustaining
community for the residents. We know that we are heading in the right direction because of your help. You will find that
we have been working diligently to find solutions to the problems and concerns discussed in our meetings. Below you
will find explanations addressing the concerns you discussed with us.
1. Ada County School District. We have spoken with Marci Horner, the acting planning and development
coordinator for the district multiple times in the last year, the district anticipates that this development
will generate approximately 14 additional students and sees no problem accommodating them into the
school district.
2. Local traffic flow. We contracted Hales Engineering Innovative Transportation Solutions to perform
three different traffic studies. The first study was based on Bach’s vacant parcels as a commercial retail
strip mall. The second study was based on Bach’s vacant parcels as a multi-family development with no
connection to the north. The third study was based on Bach’s vacant parcels as a multi-family
development with a connection to the north. Below are the trip counts for the commercial vs.
multifamily. We have included in this email a summary of the traffic studies for you to review. (See
attached Traffic Study Summary)
3. Traffic flow. At the main entrance of the Regency complex there is a roundabout located at the
entrance that was designed to guide the flow of traffic into the complex. However, in recent years many

of the residents at Regency have developed a habit of turning left in front of the roundabout posing a
dangerous risk of the oncoming traffic. To prevent this from happening we will be striping the round as
described in the layout. (Please see exhibit 4)
4. Connection to the north to alleviate traffic flow south of the property onto River Valley St. We decided
to look at different options that would optimize the traffic flow around our site and provide better
access to N. Eagle. After working with our traffic engineers, we have come up with a plan that we
believe would most effectively improve the overall traffic flow of the area. In our existing development
“Regency at River Valley” we will be connecting to the north through phase 1. We have been working
with the adjacent developers to the north to make this happen. We believe through traffic simulations
that this is one of the most effective ways to provide access to N. Eagle. We also plan to build 2 new
cross access connections from River Valley Phase 3 development into River Valley Phase 1 development.

5. Emergency Access. We will also install an emergency only Fire Department Access to through the north
to the Copper Pearl property to the north.
