For the record it is April 4th, 2023, at 6.04 p.m. We will begin this regular City Council meeting with roll call attendance. PLEDGE OF ALLEGIANCE Simison: Next item is the Pledge of Allegiance. COMMUNITY INVOCATION Simison: Next up is our community invocation, which tonight will be delivered by Pastor Vinnie Hanke. If you would all, please, join us in the community invocation or take this as a moment of silence and reflection. Hanke: Mr. Mayor, Members of the City Council, once again thank you for allowing me the opportunity to come and pray before you before you begin your meeting. God, I thank you for the City of Meridian. I thank you for the Council Members and humbly and simply ask tonight that you would give them wisdom and discernment as they lead faithfully. We pray for protection and blessing upon all those who serve our community, our teachers, our law enforcement, our emergency services, God, as they serve on the front lines to serve us. We ask that you would help the city to be a place of kindness and love where each neighbor would bring, God, goodness to the area around them. Week of the Young Child Proclamation Simison: Next up will be a proclamation that we will be doing for the Idaho Association -- Idaho Association for the Education of Young Children and if I could have Rachel and Richard join us at the podium. We will go ahead and read the proclamation and I will let you guys both speak about the importance of this week and in terms of your organization that you spend your time with. So, whereas the City of Meridian, in conjunction with the Idaho Association for the Education of Young Children, Idaho AEYC, are celebrating the week of the young child April 1st through 7th, 2023, and whereas this organization is working to promote and inspire high quality early childhood experiences for our state's youngest citizens, so they can provide a foundation of learning and success for children in Meridian and whereas teachers and others who work with or on behalf of young children from birth through ages eight makes a difference in these lives and deserves thanks and recognition and whereas public policy supporting early learning for all are crucial to young children's futures and to prosperity of our society and whereas this is a time to recognize the importance of children's earliest years in shaping their development and to recommit ourselves to insuring that each and every child experiences the type of environment at home, at child care, at school and in the community that will promote early learning. Therefore, 1, Mayor Robert E. Simision, hereby proclaim April 1st through 7th, 2023, to be the week of the young child in the City of Meridian and encourage all citizens to work to support the efforts of the Idaho AEYC and NAEYC and support and invest in early childhood in our community. My name is Richard and I am the member outreach coordinator for the Idaho Association for the Education of Young Children. It's a nonprofit with the world's longest nonprofit name and we are affiliate of the National Association of the Education of Young Children and what we are dedicated to is advocating for early learning, young children and people who work with young children, and that is a huge range of things. One of the things we focus on is literacy and just making sure that our youngest learners are taken care of and we are imagining an Idaho where all children thrive. Flachbart: Hi, my name -- this one? Hi. My name is Rachel Flachbart. I'm the director of development over at the Idaho Association for the Education of Young Children. We just want to thank you guys so much for proclaiming this week. It's really important. I know it is a long name. I'm new and I'm still working on saying it. But it's extremely important. So, we just appreciate all you guys are doing to support it. Thank you. PUBLIC FORUM — Future Meeting Topics Simison: Mr. Clerk, did we have anyone sign up under public forum this evening? Johnson: Mr. Mayor, we did not. ACTION ITEMS 2. Public Hearing for Community Input on Meridian's Community Development Block Grant Program Action Plan Simison: Okay. Then we will go on to Action Items. Item 2 is a public hearing for community input on Meridian's Community Development Block Grant program action plan. So, I will open the public hearing and invite Ms. Campbell to say some few words. Campbell: Thank you, Mr. Mayor, Members of the Council. As you said I'm here today to ask for input on our action plan. We are inviting people to -- to give us input a little bit earlier in the year this time, instead of doing it at the CAPER when we do our public hearing. We decided to do it ahead of time so people can actually give us some input on some potential partners that they would like to see us make some arrangements with or potentially apply for funding for the action plan. So, that is what we are hoping to get out of it today and just a reminder this is a CDBG program. It's a HUD program. So, the focus is housing stability. Any of the projects that we have, whether it's public service or public facility, it needs to tie back to housing stability. It's also for people with Meridian City Council April 4,2023 Page 4 of 8 low to moderate incomes and it's also for Meridian residents. So, we can't serve anybody who lives outside of the Meridian city limits. There are three guiding documents for our CDBG program. The first one is the five year consolidated plan and during this process we reach out to the community and we ask them to help us figure out what the goals are for the upcoming five years. Then every year we submit an annual action plan, which is, essentially, an application for the funding every year and we identify how we are going to reach those goals and, then, at the end of the year we do our CAPER, which tells our progress toward the goals. So, we do have a public service application open right now. It opened on April 1st and it will close on the 30th and we are asking the community that is affected by this grant -- so that would be Meridian residents and people who are low to moderate income -- to give us some feedback. We want to make sure that the con plan stays relevant and that we are continuing to meet the needs and we are also wanting to check in with people and make sure that the services we have provided funding for in the past, that they were able to access them and what that experience was like and we also want to identify other potential partnerships that if there is a service that is needed and it's not able to be accessed in Meridian, then, we can reach out to them and see if they can apply for our funding. We have three different project types. The first one is public facility and infrastructure improvements and for this on the -- in the upcoming action plan. Then we are working on a project that will improve sidewalks and streetlights in the low moderate area. For housing we are working with a provider that will be offering homebuyer assistance and homeowner repair and what we are here today for is for the public service application. We are looking for ways to seek partnerships and potential projects that we have funded in the past -- are things like emergency rental assistance and childcare scholarships. So, people are able to provide us feedback at a number -- in a number of locations. Just a quick rundown of our timeline that as I mentioned the application opened on the 1st and tonight we are opening the public hearing. We are also doing a presentation at the Meridian Gathering and Resource Center on April 8th. So, that's another place where people can come and have one-on-one conversations and give feedback. The April 12th application workshop, that is for nonprofits who are interested in applying for the funding and, then, on April 18th I will be back before Council, so we can close the public hearing and, then, on April 30th the application closes. So, if people have questions they can reach out to me. The best way is probably my e-mail at ccampbell@meridiancity.org and sometimes when people are thinking about giving feedback it's kind of hard to know what to say. So, we also created a brief little survey so that people could just go in and answer questions and the questions are really about what services they have received in the past, if they were easy to access and if there is other services that they wish they could receive in Meridian. So, this QR code, if people scan it, then, they can go directly to that and there is also a handout in the back that has it printed, although I don't think it was going to take that. Perreault: Crystal, you had mentioned that you are actively reaching out and seeking other applicants. Can you share what you are doing as part of that process? Campbell: We have a distribution list of nonprofits that we -- we send out an e-mail to. We are also putting it on different group lists that have funding announcements, so we are reaching out directly for the most part to nonprofits we have worked with in the past and other ones we know provide services of Meridian. Introduction and Background Meridian's CDBG Program will be holding a public hearing to invite community members to participate in the planning process for the upcoming Action Plan. The purpose of the public hearing is to seek public input on the need and accessibility of services to residents who are at or below 80% of the AMI. Our goal is to ensure that the Consolidated Plan stays relevant and that we continue to meet the needs of the community. We encourage community members to participate in the public hearing and provide feedback on the community's needs and potential partnerships for services available to Meridian residents. We believe that this input is crucial to the success of Meridian's CDBG Program and the well-being of our community. 2. Next Steps The public hearing will open on April 4th during the Council meeting, and will close on April 18th during the Council meeting. We would also like to invite the community to attend a presentation on April 8th at the Meridian Gathering and Resource Center, where we will discuss current partnerships and ensure that services are accessible to community members.
