Police Response Time- The proposed CentrePoint Apartments development application is approximately .6 miles from the Meridian Police Department. The expected response time to this area in an emergency is 2:58 minutes. The average emergency response time in the City of Meridian is 3:44 minutes. Emergency calls are defined as an emergency response with lights and sirens and driving as authorized for an emergency vehicle. The Meridian Police Department response time goal for emergencies is within 3-5 minutes. Between 07/01/2020—06/3/02022,the Meridian Police Department responded to 7200 calls for service within a mile of the proposed development. Crime count of 761. See attached Level of Service Report. Between 07/01/2020—06/3/02022,the Meridian Police Department responded to 232 crashes within a mile of the proposed development. See attached Level of Service Report. 2.Accessibility— The Meridian Police Department request police access into each building's entry point using a multi-technology keypad if the buildings have climate controlled access. This will allow police access, if there is an emergency, into the building if someone isn't able to come to the door to allow police entrance. Otherwise,police would have to breach the door to gain access which isn't ideal for anyone and delays our response. Several other multi-family developments in Meridian are using a multi-technology keypad for this purpose. Police can work with the applicant on placement of these keypads. Police will have their own access code (same for each building)to use in an emergency. 3. Resource needs— The Meridian Police Department can service this development if approved. The Meridian Police Department already serves this geographic area. 4. Other comments— The main roadway/entrance(north/south roadway) into this development should consider incorporating traffic calming options to slow traffic for tenant/pedestrian safety. All townhomes and or multi-family units shall be clearly marked with addresses and unit numbers visible day or night for emergency response. The applicant shall place a way-finding map at each entrance that are visible day or night. All qualified open space provided in the development,to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. This will allow police access, if there is an emergency, into the building if someone isn't able to come to the door to allow police entrance. Otherwise,police would have to breach the door to gain access which isn't ideal for anyone and delays our response. Police can work with the applicant on placement of these keypads if needed. Other comments— Single access into and out of this development is extremely challenging and brings along some significant safety concerns to motorist entering and/or exiting this development from Franklin. With the speed of motorist in this area, eastbound traffic congestion and motorist using the left- hand turn lane to prepare to turn northbound onto Locust Grove would only allow for right in and right out from this development.Meridian PD would suggest an additional access point(right in/right out) on Locust Grove,but would require cross access with the land to the south.Taking the above information into account,Meridian PD is not in support of this current layout.
