RE: Napoli Subdivision
Dear Honorable Mayor and City Council Members
My name is Frank Shoemaker and with my family, reside at 3497 Zaldia Lane. This five acre
parcel is approximately 335 ' east of the proposed Napoli Subdivision. Itemized are some of our
concerns:
TRAFFIC
Zaldia Lane is currently a private lane with approximately eight dwellings utilizing for access.
As proposed, Napoli intends to have two entry I exit streets feeding onto Zaldia Lane. Given
their entry points, there is no way a smooth flow of traffic can occur. I visualize congestion from
within the project, just trying to get on Zaldia Lane. Further complicated by egress on to South
Eagle Road. Note that Zaldia lane, is directly across the street from the entrance to
an extension of the Tuscany lakes Subdivision. And South Eagle is a two lane road with out
any turn lanes. The developer states Ada County Highway District approves of this
configur(ition, stating Zaldia lane will someday be a through street. Someday will never happen,
and as proposed, those of us who live on Zaldia will not be able to access Eagle Road.
Ada County can suggest but they do not have the final say. Thus, the hearing process and
logical solutions. Which in this case, is have at least one exit point onto Eagle Road.
CONFORMITY TO THE NEIGHBORHOOD
Directly north of the proposed, Napoli subdivision and bordering Zaldai lane is the Kingsbridge
project. Initially a High Density project as allowed under the Comprehensive Plan. Neighborhood
objection was extensive and the initial application was denied. Developer and neighborhood
meetings resulted in larger lots, extensive landscaping along the perimeter as a buffer zone
from the larger acreages and limiting some building lots to one level design only.
The final plat for Kingsbridge is 1.69 lots per acre. As proposed, Napoli will have 3.07 units per
acre. Landscaping buffer zones do not exist and high rise two level homes will occur.
The Napoli developer did not attend any Kingsbridge meetings and states that the Meridian
Planning and Zoning Department advised him that he is within the guide lines of the
comprehensive plan and thus the problem continues. Planning and Zoning commissioners
stated they understood our concems but really had no say in the matter and were bound to
follow the intent of the Comprehensive Plan. Commissioner Borup did state he would like to
see less lots and given there were no landscaped common area within Napoli, larger lots may
create more open atmosphere. It was also stated that the City Council had the authority to
amend the Comprehensive Plan.

CONCLUSION:
Objection is directly related to those who own larger parcels of land in the immediate area.
Thus, we are small in number. Our concerns however are just as important as those from the
Dartmoor project who were so vocal in the opposition to the Kingsbridge Project. Napoli is even
a higher density.
Two distinct neighborhoods currently exist. The west side of South Eagle Road is high density.
The east side, untill the approval of Kingsbridge was the one acre Dartmoor project with the
surrounding five to twenty acre parcels and custom homes. As stated by the city council in the
Kingsbridge process, a unique area for larger estate size lots.
As proposed, Napoli does not conform to the what was required by the Kingsbridge developer.
Transition to the immediate neighborhood will not exist and safely obtaining access to Zaldia
and South Eagle Road will be difficult at best.
