Dear Shari:
Please find the attached application for annexation and zoning of the 5.006 acres Bair parcel for
Touchmark Living Centers, Inc. In addition to the application and fees, I have responded to the list of
requirements as part of the application.
The site has an existing vacant single-fàrnily residential structure that will be converted into temporary
office space to accommodate Touchmark Living Centers employees. The employees will have to vacate
their present office space by the first week of January, 2003, therefore, time is ofthe essence in the
processing of this application. Anything that you and your staff can do to expedite this application will be
greatly appreciated.

5. Characteristics of subject property which make the zoning amendment desirable.
The property is surrounded on three sides by property currently within the Meridian City limits
with a zoning classification ofL-O- It has a vacant residential structure on it that will be converted
into temporary office space.
6. Necessity or desirability of development pertaining to the zoning amendment and its harmony with

adjacent development.
The property will eventually be incorporated into the Touchmark Living Centers development that is
presently under construction. The zoning amendment will allow the Touchmark Living Centers
project to blend with the surrounding residential community because of the size and scale of
residences which are near the site. The project has been reviewed and approved by the City of
Meridian.
7. How the proposed zoning amendment relates to the City of Meridian Comprehensive Plan.
The zoning amendment will be compatible to the City of Meridian's Comprehensive Plan which
specifies that the property be developed as residential single fami1y. An L-a zone will allow for single
family as well as duplexes and limited office use. The 1993 Comprehensive Plan Goal 4 states; "To
provide housing opportunities for all economic groups within the community." Goal 7 states; "To
provide community services to fit existing and projected needs_"
