To: Meridian City Planning and Zoning RE: Proposed Napoli Subdivision I own a five acre parcel located approximately 330' east of the proposed project. Although my property is outside the area of notification, I feel the impact is significant. The developer did invite those neighbors within the required 300' distance of the subdivision for preliminary discussion of their proposed project. I was able to attend and viewed the project as very early in the developing stages. Comments were made in reference to the small size of the parcels and increased traffic concerns on to Zaldie Lane. A private street that serves approximately seven homes. All are five acre parcels and more. Developer stated they would take our concerns in to consideration and I assumed a second meeting would be forth coming with changes. This did not happen. A notice of Public Hearing has been placed on the parcel. Indicating 29 proposed lots on 9.44 acres or 3 lots per acre. This density is excessive when comparing that phase of kingsbridge subdivision, directly across Zaldia Lane where 27 homes on 20 acres or 1.4 lots per acre, is occuring. Please reference your hearings on the Kingsbridge project, which is currently being developed. Initially small lots, similar to proposed Napoli, with extreme neighborhood objection. Majority of the Planning and zoning members, along with the Mayor Deward and the city council, agreed that the area was unique, ideal for the up scale homes on larger lots, something similar to what Eagle city has been successful with. Kingsbridge application was denied by the city council, due to the high density and additional hearings were scheduled. Although much larger, in excess of 75 acres, Kingsbridge lots are overall larger and project amenities include a swimming pool, club house, man made water ways, etc. It is my opinion that the building sites in the Napoli project be at least 15,500 Sq Ft, the smallest lot that is currently are being developed along the north side of Zaldia Lane ( Kingsbridge project ) Several of the lots in the proposed Napoli Subdivision are 9,200 Sq Ft. Also, extensive landscaping along the perimeter of the project with berms, vinyl fencing, etc, as required for the kingsbridge project, would create conformity. Also, traffic concerns. Dumping that many vehicles on Zaldia Lane would back up traffic on Zaldia past the proposed exit street from Napoli. It's bad enough now just getting on Eagle Road. Our Subdivision, Martinel, is comprised of three ten-acre lots. REQUIRE ONE-HALF TO THREE-QUARTER ACRE LOTS. We believe a transition from five and ten-acre lots to half or three-quarter lots would fit in better with the surrounding areas. All property on the east side of Eagle Road between Victory and Amity are on acreages or large lots. The new subdivision, Kingsbridge, has large lots that blend nicely with the neighboring region. 2. KINGSBRIDGE SUBDIVISION BLUEPRINT MODEL SET On the twenty acres in the Kingsbridge Subdivision, twenty-six lots are proposed, after two years of hearings with Planning & Zoning. The Napoli Subdivision plans should be based on the Kingsbridge proposal_ 3. DISALLOW TWO-STORY HOUSES ON THE PERMETER PROPERTY This issue was specifically addressed by the developer of Kings bridge, at the request of the neighbors, planning commission and city council. 4. LANDSCAPING ON THE EAST AND SOUTH BOUNDARIES OF THE DEVELOPMENT. A tall vinyl fence needs to be placed on a berm to ensure privacy; and trees and shrubs should be planted on the berm to compliment the property and surrounding area. We are also concerned that the proposed plan includes twenty-nine lots in the subdivision. This would reflect a crowded and unsightly area and would distract from the rural and natural landscape that presently exits. Thank you for your consideration in this matter.
